There shall be no diagonal parking permitted
on any public street or highway within the City of Port Jervis. Where
parking is not otherwise prohibited, all vehicles parked on public
streets or highways within the City shall be parked parallel to the
curb and no more than 12 inches from the curb. In the event that there
is no curbing, parking shall be parallel to the edge of pavement and
no more than 12 inches therefrom. [Reference New York State Vehicle
and Traffic Law § 1203, Subdivision (a).]
In all cases of new construction, remodeling,
change of use, site alteration or other such changes, additions, etc.,
where any approvals are required from the Planning Board and/or Building
Official and where such construction, remodeling, change of use or
otherwise will provide for or permit parking to abut directly onto
a sidewalk or street or highway, all parking spaces thus provided
for shall be constructed and maintained with stationary curbing eight
inches high, positioned in such manner as to prevent any portion of
any parked vehicle from protruding into, onto or over any portion
of the sidewalk or street. In addition, said curbing shall be of sufficient
strength and structure to prohibit or prevent any vehicle striking
it from entering into or onto the sidewalk or street.
