No person shall make or assist in making any improper noise or any disturbance
or commit any breach of the peace in the streets or public places of the Village;
or disturb any congregation or any assembly of people met for religious worship
by making a noise or engaging in any rude or indecent behavior, or by using
any improper or profane language within a place of worship or so near the
same as to disturb the order and solemnity of any meeting held for religious
purposes; or use any profane, vulgar or obscene language or be guilty of any
vulgar or obscene conduct in any street or place in the Village; or conduct
himself in a boisterous, rude, unseemly or otherwise disorderly manner by
either words or acts in any street or in or about the premises of any inhabitant
of the Village with intent to or so as to abuse or annoy any other person
or the citizens of the Village or any portion thereof or so as to disturb
the peace and quiet of the Village or any portion thereof; and persons shall
not collect in bodies or crowds in the streets of the Village or on any sidewalk
thereon for any unlawful purpose or so as to obstruct the free passage thereon
of other persons or vehicles or so as to annoy or disturb the citizens and
no person shall become or be in a state of intoxication in any of the streets,
lanes or public places of the Village or in any private house or place to
the disturbance of the peace or the annoyance of any person; or invite or
induce dogs or other animals to fight in any of the streets or public places
of the Village; or expectorate or commit any nuisance upon any of the sidewalks,
public steps, hallways or stairways within the limits of the Village.
No person shall have or keep or permit to be used in any building or
place in the Village any roulette table, faro bank, shuffle board, keno table,
wheel of fortune or any instrument or device or thing used for gambling purposes
whereon, by, with or in which money, liquor or other articles shall in any
manner be played for.
No person shall occupy or maintain or be an inmate of or in any way
connected with or in any way contribute to the support of any disorderly house
or house of ill fame as proprietor or landlord of any such house or knowingly
lease, rent or let any room or rooms to be used for the purpose of gaming
or prostitution or for the resort of disorderly persons within the Village.
No person shall, unless covered by proper garments, swim or bathe in
the waters of any canal, creek, or other public place exposed to the public
view within the limits of the Village and no person shall bathe in any public
reservoir within the limits of the Village used or maintained in connection
with the water supply system of said Village. For the purposes of this section,
"covered by proper garments" shall mean to be sufficiently covered so as not
to come within the definition of nudity as defined in Subdivision 2 of § 235.20
of the Penal Law.
No person shall wilfully or intentionally give any false alarm of fire
or be guilty of any insubordination or any disorderly conduct at any fire
or conflagration in the Village or obstruct the operations of the Fire Department
or wilfully neglect or refuse to obey or attempt to obstruct the execution
of the orders of the Mayor or Trustees or of any officer of the Fire Department
during such fire or conflagration.
No person shall immoderately lead or drive any horse or other animal
whether attached to a public or private conveyance or other vehicle in any
avenue, street or lane in the Village, or lead or drive any horse or ride
a bicycle or motorcycle on any sidewalk, or permit any horse, carriage or
other vehicle designed to be horsedrawn or motor propelled to be on any sidewalk
or stand on any cross walk in the Village; or leave any horse or horses or
other animals, except cats, in the street without being securely tied or hitched,
or fasten any horse or other animal to any tree, shrub or fixture of any kind
in any street or public place within the Village limits, or permit any such
horse or animal to injure any such tree, shrub or fixture.
No person shall solicit alms in the Village for any purpose without
the written permission of the Mayor.
No person shall play ball, knock or drive any ball or fly any kite in
any public street or park in the Village other than such park or parks as
may be maintained by the Village or school authorities for playground purposes
or coast or slide down or upon any sidewalk or in any street upon any sled,
sleigh, cart, coaster or board without permission from the Mayor.
Any person found guilty of a violation of the provisions of this chapter
shall be punishable by a fine of not more than $250, imprisonment for not
more than 15 days, or both such fine and imprisonment.
