Editor's Note: The introduction to these standards read as follows:
"The purpose of these specifications and regulations is to establish minimum acceptable uniform standards for street and highway construction, including but not limited to such items as street and highway classification, geometrics, design, drainage, construction requirements for road base and pavement, curbs and sidewalks, monuments and signs.
"These specifications, along with referenced New York State Department of Transportation Standard Specifications, should govern most situations or conditions encountered with respect to street and highway planning and construction. Interpretation of these specifications is the sole responsibility of the Town Highway Superintendent, the designated Town Engineer and, when applicable, the Town Planning Board, with specific approval required from these persons for any deviations in procedures and materials mentioned in these specifications.
