This chapter shall be known as the "Regulation of Use of Public Land Ordinance of the Town of West Bloomfield."
No person other than an authorized public official or employee or a person attending a special event or public function approved or authorized by the Town Board shall be permitted to enter upon or remain within a town park operated or maintained by the Town of West Bloomfield between the hours of 10:00 p.m. and 8:00 a.m.
No person shall be permitted to enter upon or remain within any real property or improvement thereon owned by the Town of West Bloomfield, other than a town park for any purpose unrelated to the designated use of said property or improvement by the Town of West Bloomfield or at any time other than the hours of operation of said property or improvement by the town for that use.
Any person using or occupying any real property or improvement thereon operated or maintained by the Town of West Bloomfield during the hours of operation or use of said property or improvement shall deposit all rubbish, refuse and/or garbage brought into the property or improvement created by said person while in or on said property or improvement in refuse containers on the site, or shall remove all such matter from said property or improvement.
The Town Board of the Town of West Bloomfield shall adopt by resolution regulations applicable to the use and occupancy of all town property and improvement thereon and shall post in visible fashion said regulations at or upon said real property or improvement. No person shall violate any of said regulations.
The Town Board of the Town of West Bloomfield may in its discretion designate certain real property or improvement thereon owned by the Town of West Bloomfield for use and occupancy solely by authorized public officials or employees or persons authorized by the Town Board for such use and occupancy. Such designation by the Town Board may be made based upon the use of said property or improvement, risk or hazard to persons entering upon said property or improvement, or risk or hazard to said property or improvement which may be occasioned to it by unauthorized persons. No person other than those set forth within this section above shall enter upon said designated property or improvement.
No person shall be allowed or permitted to park a motor vehicle or leave any motor vehicle or other item of personal property on or within the Town Hall parking lot or any other or further parking lot or parking area operated or maintained by the Town of West Bloomfield between the hours of 10:00 p.m. and 8:00 a.m. except and unless said person is attending an official or approved public function at the place and time said motor vehicle or other item of personal property is parked or left upon said site. Any such motor vehicle or other item of personal property illegally parked or left upon said site during any of the hours prescribed above, except during any hours of extended usage during official or approved public functions may be removed from said site by or at the direction of the town at the expense of the owner thereof.
Any person found guilty of a violation of this chapter shall be punishable by a fine of not more than $250, imprisonment for not more than 15 days, or both such fine and imprisonment; and a civil penalty of not more than $500 or the actual damages caused by the violation.
