A committee to be known as the "Open Space Committee of Concord Township" is hereby created and established.
Said Open Space Committee shall consist of five persons, residents of the Township of Concord, who shall be appointed by the Board of Supervisors of the Township of Concord. The members shall serve for a term of one year and until a successor shall be appointed by the Board of Supervisors of Concord Township. Vacancies in such Committee occurring otherwise than by expiration of said term shall be for the unexpired term and shall be filled by the Board of Supervisors of Concord Township. The members of the Open Space Committee shall serve without compensation. All persons so appointed shall serve their full terms unless voluntarily resigned or removed by the Board of Supervisors of Concord Township.
Said Open Space Committee shall have the authority to identify properties suitable as open space, conservation and wetland use and passive recreation use, including hiking/bike trails, and to advise the Board of Supervisors as to ways and means to expand and implement the Concord Township Plan for Community Facilities contained in the Concord Township Comprehensive Plan, February 2, 1988, and the public dedication of land pursuant to the provisions of the Pennsylvania Municipalities Planning Code[1] and Chapter 160, Subdivision and Land Development.

Said Open Space Committee shall elect its own Chairman and Secretary and select all other necessary officers and may, with the prior approval of the Board of Supervisors of Concord Township, retain necessary consultants to assist it in carrying out the duties of the Open Space Committee. Said Open Space Committee shall have powers to adopt rules and regulations for the conduct of all business within the jurisdiction of the Committee. Said Committee shall submit an annual report to the Board of Supervisors of Concord Township, including an analysis of the open space, conservation, wetland and passive recreation land in the township, with particular references to the extent and adequacy thereof.
An annual financial report, identifying receipts from all sources and all expenditures, shall be submitted by the Open Space Committee to the Board of Supervisors of Concord Township. The Board of Supervisors of Concord Township shall have the right to inspect the books, records and accounts of said Open Space Committee at any time and from time to time.
Said Open Space Committee shall make recommendations to the Board of Supervisors of Concord Township, if timely and appropriate, for the acquisition and/or purchase of lands suitable for open space, conservation, wetland use and passive recreation use, and contracts and agreements for the acquisition and purchase thereof shall be entered into by the Board of Supervisors of Concord Township.[1]
