A Board to be known as the "Park and Recreation Board of Concord Township" is hereby created and established.
Said Park and Recreation Board shall consist of seven persons, residents of the Township of Concord, who shall be appointed by the Board of Supervisors of the Township of Concord, plus two ex officio members, consisting of the Park and Recreation Director and a representative of the Board of Supervisors. The members shall serve for terms of five years or until their successors are appointed, except that the members first appointed shall be appointed so that the terms of not more than two members expire annually. Vacancies in such Board occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled by the Board of Supervisors of Concord Township. The members of the Park and Recreation Board shall serve without compensation. All persons so appointed shall serve their full terms unless voluntarily resigned or removed by the Board of Supervisors of Concord Township for dereliction or neglect of duties.

Said Park and Recreation Board shall have the authority to equip, operate and maintain parks, recreation areas and facilities provided by the Township of Concord and any lands that may be designated and set apart for use as parks, playgrounds, playfields, gymnasiums, public baths, swimming pools or indoor recreation centers.
Said Park and Recreation Board shall elect its own Chairman and Secretary and shall select all other necessary officers to serve for a period of one year and may, with the approval of the Board of Supervisors of Concord Township, select, employ and discharge all recreation personnel used to carry out the provisions of this chapter. Said Park and Recreation Board shall have the power to adopt rules and regulations for the conduct of all business within the jurisdiction of the Board. Said Park and Recreation Board shall submit an annual report to the Board of Supervisors of Concord Township, including an analysis of the community parks, recreation areas and facilities and leadership, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditures involved and the public needs to be met.
An annual financial report, itemizing receipts from all sources and all expenditures, shall be submitted by said Park and Recreation Board to the Board of Supervisors of Concord Township. The Board of Supervisors of Concord Township shall have the right to inspect the books, records and accounts of said Park and Recreation Board at any time and from time to time.
Said Park and Recreation Board shall have the right to enter into contracts of purchase and employment related to the functions delegated to said Board, provided that all such contracts shall be within approved budgetary limitations and provided, further, that all advertising, conflict of interest and other provisions of the Second Class Township Code[1] shall be strictly complied with by said Park and Recreation Board in every respect as if the contract were entered into by the Township of Concord itself.

The Board of Supervisors of Concord Township shall retain the power to award and enter into contracts in excess of $1,000, even though such contracts may be within the budgetary allocations to the Park and Recreation Board. In all such contracts over $1,000 which are within said budgetary allocation, bids shall be received by the Park and Recreation Board as the committee designated by the Township Supervisors to receive bids, and the Park and Recreation Board shall tabulate the bids or cause them to be tabulated and shall make a recommendation to the Board of Supervisors regarding award of the contract. If said award shall be made by the Board of Supervisors in accordance with the recommendation of the Park and Recreation Board, said contract shall constitute an authorization for payment of the contract sum and related expenditures from the park and recreation account at such time as sums due thereunder may become due and payable.
