A. 
No work shall proceed to a subsequent phase until inspected and approved by the Township Engineer or his designee, who shall then file a report thereon with the Township and with the permittee. All work shall be performed in accordance with an inspection and construction control schedule approved by the Township Engineer. An estimate of inspection costs shall be provided to the permittee prior to the initiation of the inspections.
B. 
Times of inspection. After the commencement of initial earthmoving operations, the Township Engineer or his designee shall inspect at the following points in the development of the site or of each stage thereof:
(1) 
Upon completion of stripping, the stockpiling of topsoil, the construction of temporary stormwater management and erosion control facilities, disposal of all unsuitable materials, and preparation of the ground.
(2) 
Upon completion of rough grading but prior to placing topsoil, permanent drainage or other site development improvements and ground covers.
(3) 
Upon completion of permanent stormwater management facilities, including established ground covers and plantings for that purpose.
(4) 
Upon completion of final grading, vegetative control measures and all other site restoration work undertaken in accordance with the approved plan and permit.
(5) 
During construction at such time(s) as is necessary to force correction of noncompliance of this chapter.
C. 
Notices. The permittee shall notify the Township 48 hours prior to completion of each phase identified in Subsection B to request an inspection. Upon receiving such notice, the Township Engineer shall inspect the work within two workdays of receipt of notice or completion of the phase, whichever shall last occur, and notify the permittee, in writing, of its acceptability or in what respect there has been a failure to comply with the requirements of this chapter. Any portion of the work which does not comply shall be promptly corrected by the permittee. No work shall be initiated on subsequent phases of the stormwater management plan, the subdivision or land development or building construction until the Township Engineer has inspected and approved the work in the present phase.

D. 
Completion certification. The Township Engineer shall maintain a permanent file of his inspections. Upon completion of the work, the permittee shall file with the Township a certification that all stormwater management measures have been completed in conformance with the approved plan and permit and with all provisions of this chapter.
E. 
Final inspection.
(1) 
Immediately upon completion of all work, the notification called for in Subsection C above, and the filing by the permittee of the certification cited in Subsection D, the Township Engineer shall make a final inspection and shall prepare a final inspection report.
(2) 
If, upon final inspection of any work, it is found by the Township Engineer that the work subject to inspection has been satisfactorily completed in accordance with the requirements of this chapter and the permit, plans, conditions, drawings and specifications, as the case may be, and the required reports have been submitted, a completion certificate covering such work shall be issued to the owner.
In the review of any stormwater management plan, the Township Engineer shall have discretion to modify or waive the otherwise applicable inspection schedule called for in § 148-17 above. Such modifications or waivers shall be noted on the land disturbance permit.
A. 
When brought to the attention of the Township Engineer or his designee that the exemption criteria in § 148-10 of this chapter may not be applicable to an existing land disturbance activity for which a permit was not obtained, the Township shall advise the owner of record by certified mail of his intention to inspect the property on a specified date within the following seven days to determine compliance with this chapter. The owner may request a joint inspection on that date or on a mutually acceptable alternative date.
B. 
If, upon inspection, the Township Engineer determines that the land disturbance activity does not qualify for exemption under § 148-10, the owner shall be notified by certified mail that he has 30 days in which to apply for a permit under the terms of § 148-11. Until such permit has been issued, no further disturbance activities shall be pursued and any stabilizing or drainage measures ordered by the Township Engineer shall be installed.
