As used in this chapter the term "motor-driven vehicle" shall be construed
to include all wheeled and chain- and/or belt-driven vehicles powered by internal
combustion engines, including but not limited to motorcycles, motorbikes,
trail bikes, motor scooters, snowmobiles and all-terrain vehicles.
A.
It shall be unlawful for any person to operate, cause
to be operated or to participate in the operation of any motor-driven vehicle
in or upon the public roads, streets, highways, sidewalks, alleys, parks,
grounds or property situated within the Township of Concord.
B.
It shall be unlawful for any person to operate, cause
to be operated or to participate in the operation of any motor-driven vehicle
in or upon the private property of another without the express prior written
consent of the owner and/or occupant of said private property, which express
prior written consent shall be retained and carried upon the person operating
any motor-driven vehicle during the period of operation and displayed immediately
upon request to any law enforcement official and/or the owner and/or occupant
of the private property upon which the vehicle operation occurs. Any person
operating a motor-driven vehicle upon the private property of another shall
stop and identify himself upon the request of the landowner or his duly authorized
representative and, if requested to do so by the landowner or his duly authorized
representative, shall promptly remove the motor-driven vehicle from the premises.
C.
It shall be unlawful for any person to operate, cause
to be operated or to participate in the operation of any motor-driven vehicle
at a rate of speed that is unreasonable or improper under existing conditions
or in any careless way so as to endanger the person or property of the operator
or another.
This chapter shall not be construed to prevent the operation of properly
licensed motor vehicles upon the public highways in accordance with law or
agriculture equipment used in the course of fanning or commercial equipment
being properly used in the trade or business of the owner or by such owner's
employees or agents or power mowers, garden tractors or snow blowers when
such operation is incidental to home, lawn or garden work or maintenance.

A.
Any person who shall violate any provision of this chapter
or who permits the violation of any provision of this chapter shall pay a
fine of $600.
B.
Each violation for each separate day and each violation
of any provision of this chapter shall constitute a separate and distinct
violation.
C.
Any person who violates or permits the violation of any
provision of this chapter shall, upon being found liable therefor in a civil
enforcement proceeding commenced by Concord Township, pay the fine prescribed
by this chapter, plus all court costs, including reasonable attorney fees,
incurred by Concord Township.
