No person shall coast or play ball or any other
game in any street or public place in the Village, other than in any
public park or playground specifically designated for that purpose
or in a street blocked off for play by the Mayor, as affirmed by the
Board of Trustees, or other proper Village official, nor shall any
person engage in any act, amusement or practice on the streets or
public places in the Village endangering the property, life or limb
of any person.
No person shall construct or authorize the construction
of any encroachment or projection in, over or upon the streets or
public places in the Village, or any excavation immediately adjacent
thereto.
Nothing contained in this article shall be construed
to prevent the temporary closing of streets by the proper authorities
for parades, tournaments and similar occasions of public interest,
nor the temporary encroachment or obstruction of streets and sidewalks
when construction, repair or alteration work is being performed.
Any person committing an offense against any
provision of this article shall, upon conviction, be guilty of a violation
pursuant to the Penal Law of the State of New York, punishable by
a fine not exceeding $250 or by imprisonment for a term not exceeding
15 days, or by both such fine and imprisonment. The continuance of
an offense for each day (24 hours) shall be deemed a distinct and
separate violation.
