Manufactured housing parks may be located only in any zone district or area in which such parks are permitted by the zoning regulations of the village.[1]

In determining the propriety of establishing a manufactured housing park in any area of the village, the following conditions must be considered:
A. 
Soil conditions, groundwater level, drainage, topography, flooding, erosion, smoke, odors or other conditions which will have an adverse effect either on the land within the project, the occupants thereof or on other land in and residents of the village.
B. 
Any adverse economic, aesthetic or other effect which may affect the health, welfare and the economic condition of the residents of the village and their properties.
Exposed ground surfaces in all parts of any manufactured housing park shall be paved, surfaced with crushed stone or other solid material or protected with grass or plant material capable of preventing erosion and of eliminating objectionable dust. Each manufactured home lot shall be provided with at least one tree of no less than two inches' caliper. All proposed landscaped areas shall be clearly indicated on the plan, and the type of treatment (grass, shrubs, ground cover, etc.) shall be specified. The manufactured home lot, except for pad and driveway and other accessory buildings, shall be adequately covered or landscaped by or with grass, shrubs, gardens and trees.
The ground surface in all parts of any manufactured housing park shall be graded and equipped to ensure rapid drainage and to eliminate stagnant pools of water. Gutters, culverts, catch basins, drain inlets, stormwater sewers or other satisfactory drainage systems shall be provided as necessary. Protection of downstream properties from drainage runoff shall be approved by the Village Engineer.
A. 
Manufactured housing parks may include an area where manufactured homes are displayed for sale, provided that any such sales area is screened from view from adjacent occupied manufactured homes by a dense hedge of evergreens or other approved method which will reach a height of at least six feet in three years. All manufactured homes in any such sales area shall be set back at least 50 feet from any adjacent road right-of-way.
B. 
If facilities are provided for servicing, maintenance and management, including laundry facilities, said facilities shall be landscaped with trees and shrubs and shall be located internally and not available to the general public. Sufficient parking space for any such facility shall be provided.
C. 
Nothing contained in this chapter shall prevent the sale of a manufactured home connected to water, sewer and electrical distribution and collection systems and located on a manufactured home stand within the manufactured housing park.
A. 
No more than six manufactured homes shall be permitted for each gross acre of land in the park.
B. 
Each manufactured home lot shall contain a minimum of 5,000 square feet with a minimum width of 50 feet.
C. 
No manufactured home shall be erected or maintained closer than:
(1) 
Ten feet to any side or rear lot line;
(2) 
Twenty feet to the nearest pavement edge of any park street or common parking area; or
(3) 
Fifty feet to any park boundary line abutting the right-of-way of a public road.
D. 
Expandable rooms, enclosed patios, garages or other structural additions, patios, carports and individual storage facilities shall be included as part of the manufactured home.
Manufactured housing parks located adjacent to existing manufacturing, business or single-family land uses shall be screened from said uses by an evergreen fencing of sufficient height (generally about six feet) or other effective screening in order to create an effective visual barrier or by vegetative growth which will attain a height and density equal to the evergreen fence in three years.
A. 
Each manufactured home lot shall be provided with a manufactured home stand capable of containing a manufactured home in a stable and fixed position.
B. 
Manufactured home stands shall be of a durable material capable of supporting a manufactured home regardless of weather and shall be constructed so that it will not heave, shift or settle unevenly under the weight of a manufactured home.
C. 
The grade change of a manufactured home stand shall not exceed 11/2 feet, and surrounding land shall be graded to provide drainage away from said stand.
A. 
Each manufactured home stand shall be provided with a walkway leading from the stand to the street or to a driveway or parking space connecting to a paved street. Such walkway shall be provided with a smooth, hard surface and shall have a minimum width of three feet.
B. 
All common walkways shall be provided with a smooth, hard surface and shall have a minimum width of three feet.
A. 
General requirements; construction; design. The internal street system in a manufactured housing park shall, in general, be privately owned, constructed and maintained and shall be designed for safe and convenient access to all spaces and facilities intended for use by park occupants and to the abutting public street system. All internal streets shall be paved or improved, and their alignment and gradient shall be adapted to the topography, to safe movement of anticipated traffic and to satisfactory control of surface water and groundwater. All such streets shall be constructed in accordance with reasonable standards and requirements of the Village Engineer, Superintendent or other person who has been designated by the Village Board to supervise the construction of village streets. Pavement edges shall be clearly defined, and grades shall be sufficient to ensure safe, adequate and properly channeled surface drainage. If the owner and such municipal official cannot agree, the owner may submit his plans for approval to the Village Board.
B. 
Street widths. Street widths shall be measured between the edges of the paved surface and shall meet the following minimum requirements:

(2) 
Access streets. At points where general traffic enters or leaves the park, regardless of widths specified above, street widths shall be sufficient to permit free movement to or from the public street and in no case shall be less than 24 feet wide for a distance of 50 feet from the pavement edge of the public street. Parking along any internal street shall not be permitted within 75 feet from the pavement edge of a public highway.
(3) 
Dead-end streets. Dead-end streets shall meet width requirements as specified in this subsection and, in addition, shall be limited to 500 feet in length and shall be provided with a vehicular turnaround having a pavement radius of 90 feet.
(4) 
Additional access streets.
(a) 
When a manufactured housing park has more than 20 manufactured home lots, at least two entrances to the park from the external public street system shall be provided.
(b) 
Notwithstanding the provisions of Subsection B(4)(a) above, there shall be no additional access requirements for any manufactured housing parks constructed prior to the effective date of this provision; except that, if an existing manufactured housing park undergoes expansion or renovation subsequent to the effective date of this provision which increases the total number of manufactured home lots to more than 50 occupied lots, the manufactured housing park will be subject to the full force and effect of Subsection B(4)(a) of this section.
A. 
Off-street parking areas shall be provided in all manufactured housing parks for the use of park occupants and guests in the ratio specified in § 200-54 of Chapter 200, Zoning.
B. 
Required car-parking spaces shall be so located as to provide convenient access to the manufactured home. If group or common parking lots are provided, they shall not be farther than 200 feet from the manufactured homes that they are intended to serve.
C. 
Parking areas shall be paved according to specifications for paving of village streets. Parking on lawn areas shall not be permitted.
All manufactured housing parks shall be furnished with lighting units, either overhead, side lights or a combination of both, so spaced and equipped as to provide for the safe movement of pedestrians and vehicles. Wiring must be underground as required by P.F.C. in all subdivisions.
In all parks accommodating or designed to accommodate 50 or more manufactured homes, there shall be one or more recreation areas which shall be developed by the park owner and easily accessible to all park residents. The size of such recreation areas shall be based upon a minimum of 500 square feet for each manufactured home lot. Recreation areas shall be located so as not to create major traffic hazards and shall be integrated into the design and layout of the park. The recreational area or areas shall measure no less than 50 feet on any one side.
No outdoor storage of garden equipment, tools, furniture, machinery, appliances, unlicensed vehicles or similar items shall be permitted. Any storage facilities constructed on the lot shall be located so as to maintain the separation or setback requirements of § 127-23C of this chapter. Storage facilities (buildings) shall be constructed of metal or wood, and the exterior shall be maintained in a finished condition and secured to the ground.
The manufactured home stand shall be provided with anchors and tie-downs such as cast-in-place concrete deadmen, eyelets imbedded in concrete foundations, screw augers, arrowhead anchors or other devices capable of securing the stability of the manufactured home. Anchors and tie-downs shall be placed at least at each corner of the manufactured home stand.
All manufactured homes shall comply with the requirements of § 109-13A, Anchoring, of Chapter 109, Flood Damage Prevention.
