A. 
Requirements.
(1) 
Except as provided in § 128-10 below, no person shall conduct a business to maintain, install or repair any electrical wiring or equipment in the Village of Hastings-on-Hudson until such person shall apply for and obtain a master electrician's license to engage in such business as herein provided.
(2) 
Liability insurance. Before the license is issued to the individual contractor, the contractor shall supply the village with a certificate of liability insurance, or a liability insurance policy, in favor of the village, holding the Village of Hastings-on-Hudson, New York, harmless, in the minimum amounts of $100,000/$300,000 for liability and $50,000/$100,000 for property damage.
B. 
Qualifications. An applicant for a master electrician's license shall be 21 years of age or over, a citizen of the United States and shall be at least one of the following:
(1) 
An employing electrical contractor who has had an established business for at least five years in the installation, alteration and repair of electrical wiring or equipment, or whose experience as a journeyman electrician as described in Subsection B(2) immediately following and as an employing contractor totals at least five years.
(2) 
An electrician who has worked at least five years with his tools on the installation, alteration and repair of electrical wiring and equipment as a journeyman electrician.
(3) 
A graduate engineer of a college or university who holds at least a Bachelor of Science Degree in Electrical Engineering and has, in addition, worked at least one year with his tools on the installation, alteration and repair of electrical wiring and equipment.
C. 
Application.
(1) 
An applicant for a master electrician's license shall apply in writing, furnishing information as requested, on a proper application form furnished by the Village Building Department.
(2) 
An applicant shall receive written notice from the Board or its authorized agent informing him of the time and place to appear before the Board for examination as to his qualifications for a license.
D. 
Examinations.
(1) 
Except as provided in Subsection D(2) immediately following, an applicant for a master electrician's license shall be required to answer a reasonable number of questions, written and/or oral, as devised by the Board to show that he has sufficient knowledge and technical ability to perform or supervise the installation, alteration and repair of electrical wiring and equipment; and no license shall be issued unless the applicant obtains the minimum passing score established by the Board.
(2) 
Examination shall not be required of any established contractor who had been in business for a period of 10 years and who made application for a master electrician's license within 60 days after the enactment of the ordinance dated May 13, 1966, and who presented good and sufficient proof to the Board that he met the qualifications required by Subsection B above.
(3) 
Should the applicant fail in his first examination to attain the minimum passing score established by the Board, a new application for a master electrician's license may be initiated by the applicant not less than 30 days after the date of examination. Subsequent examinations must be at intervals of not less than six months.
E. 
Fees.
(1) 
Upon applying for a master electrician's license, the applicant shall deposit with the village a sum to be determined by the Village Board by resolution and set in the fee schedule,[1] which shall constitute the first year's fee. Should the applicant fail the examination for this license, a refund to be determined by the Village Board by resolution and set in the fee schedule will be made to him. The same fee and refund will apply to subsequent applications by the same applicant.

(2) 
Should an examination be denied for any reason, the deposit to be determined by the Village Board by resolution and set in the fee schedule shall be returned to the applicant.

(3) 
Applicants awarded license during the month of December shall not be required to pay the renewal fee for the year immediately following, as otherwise required by Subsection E(4) immediately following.
(4) 
The annual renewal fee for all master electricians' licenses after the first year shall be determined by the Village Board by resolution and set in the fee schedule.

(5) 
Payment of renewal fee may be deferred upon written application to the Board. Upon approval of the Board, such a license shall be termed suspended until such time as the licensee shall again be capable of pursuing his business and shall pay the renewal fee. The renewal fee will be prorated for the remainder of the year.
F. 
Effective term.
(1) 
A master electrician's license shall remain valid indefinitely upon proper payment of annual renewal fees, unless suspended or revoked by the Board as provided herein.
(2) 
All licenses issued hereunder shall expire on the 31st day of December succeeding the date of its issue, and shall be renewed within 30 days preceding such expiration by application to the Building Inspector and the payment of a fee to be determined by the Village Board by resolution and set in the fee schedule.

G. 
Restrictions.
(1) 
No person may lend, rent, transfer or assign in any manner his license to any other person; nor may any person make use of a license which is not his own.
(2) 
The licensee shall, in the pursuit of the business permitted by a master electrician's license, comply strictly with the provisions of the NFPA No. 70.
(3) 
Except as permitted in § 128-11, no person not having been issued a master electrician's license, as defined herein, shall represent himself as a master electrician or licensed electrical contractor on signs, cards, stationery, vehicles, in advertising or in any other manner for the purpose of pursuing such business in the Village of Hastings-on-Hudson.
A. 
Requirements. No industrial or commercial establishment located in the village shall permit its personnel to engage in the installation, alteration or repair of electrical wiring and equipment within its buildings, building or property limits until such establishment shall apply for and obtain a master electrician's license or a limited master electrician's license to engage in such activities, as herein provided.
B. 
Qualifications. An applicant for a limited master electrician's license shall be a partner, officer, chief electrician or other authorized representative of the firm who supervises or performs the projected installation, alteration or repair of electrical wiring and equipment.
C. 
Application.
(1) 
The applicant for a limited master electrician's license shall apply in writing and furnish information as requested on the proper application form as supplied by the Village Building Department.
(2) 
The applicant shall receive written notice from the Board or its authorized agent of the time and place to appear before the Board for investigation as to his qualifications for a license.
D. 
Examinations.
(1) 
Except as provided in Subsection D(2) below, the applicant for a limited master electrician's license shall be required to answer a reasonable number of questions, written and/or oral, as devised by the Board, to show that he has sufficient knowledge and technical training to perform or supervise the installation, alteration or repair of electrical wiring and equipment; and no license shall be issued unless the applicant obtains the minimum passing score established by the Board.
(2) 
Examination shall not be required of any person who makes application for a limited master electrician's license, in order to meet the requirements of Subsection A above, within 60 days after the enactment of the ordinance dated May 13, 1966, and who presented good and sufficient proof to the Board that he met the qualifications of Subsection B above.
(3) 
Should the applicant taking the examination fail to attain the minimum passing score established by the Board, a new application for a limited master electrician's license may be initiated by the same applicant 30 days after the date of examination.
E. 
Fees.
(1) 
Upon applying for a limited master electrician's license, the applicant shall deposit with the village a sum to be determined by the Village Board by resolution and set in the fee schedule,[1] which shall constitute the first year's fee.

(4)

F.

(1) 
A limited master electrician's license shall remain valid indefinitely upon proper payment of an annual renewal fee [subject to provisions of Subsection E(4) and (5) above] or revoked by the Board as provided herein.
(2) 
All licenses issued hereunder shall expire on the 31st day of December succeeding the date of its issue, and shall be renewed within 30 days preceding such expiration by application to the Building Inspector and the payment of a fee to be determined by the Village Board by resolution and set in the fee schedule.

G. 
Restrictions.
(1) 
A limited master electrician's license shall be valid only as it pertains to work performed within the property limits of the firm to whom it is issued.
(2) 
A licensed firm shall, in pursuit of the activities permitted by a limited master electrician's license, comply strictly with the provisions of the National Electrical Code (NFPA No. 70) as published by the National Fire Protection Association (NFPA) and approved by the American Standards Association.
Licenses issued by other townships and municipalities which are, in the opinion of the Board, equivalent to the master electrician's license described in § 128-9A above will be considered as fulfilling the requirements of § 128-9A, provided that such township and municipalities, in actual practice, permit within their boundaries the installation, alteration and repair of electrical wiring and equipment by holders of the master electrician's license described herein.
