It shall be the duty of the owner of every parcel of real property abutting a public sidewalk to keep such sidewalk free and clear from snow and ice.
Whenever the owner of a parcel of real property abutting a public sidewalk fails to remove snow and ice therefrom within 12 hours following the end of a snowfall or within four hours after written notice by the Superintendent of Public Works to the owner to remove same, the Superintendent of Public Works shall have the right to remove such snow and ice from such sidewalk, and the expenses incurred by the Village for labor, equipment and materials shall be billed to the owner. If such bill is not paid within 30 days from issuance, the expense incurred by the Village shall be assessed against the property and become a lien thereon collected in the same manner as delinquent Village taxes.
In the event that snow and ice on any public sidewalk shall be frozen so hard that they cannot be removed without injury to such sidewalk, the owner of such property abutting such sidewalk shall strew the same with salt, sand, sawdust or other suitable material and in such a manner as will render such sidewalk safe for pedestrian traffic. As soon as practical thereafter the owner shall clear such sidewalk of snow, ice and other materials strewn thereon.
The owner of any building or other structure abutting a public sidewalk shall not cause, allow or permit snow, ice or water to fall therefrom onto said public sidewalk.
A. 
No person, firm or corporation shall cause, deposit, throw, place, pile or plow any snow or ice onto any public street, avenue or roadway within the Village of Hastings-on-Hudson.
B. 
No person, firm or corporation shall cause, deposit, throw, place, pile or plow any snow or ice onto any parcel of land within six feet of any street, avenue or roadway in such a manner as to cause the height of the snow and ice so piled, gathered or plowed to exceed three feet six inches in height above the existing natural grade of such parcel of land.
C. 
No person, firm or corporation shall cover any portion of any fire hydrant with snow or ice.
D. 
The Superintendent of Public Works of the Village of Hastings-on-Hudson shall have the right to remove any snow or ice deposited, thrown, placed, piled or plowed in violation of this section, and the costs of the labor, equipment and materials used therefor shall be charged to and paid by the violator. If such bill is not paid within 30 days from issuance, in the case of a property owner, the expenses incurred by the Village shall be assessed against the property and shall become a lien thereon collected in the same manner as delinquent Village taxes.

A snow emergency may be designated by the Mayor or, in his absence, the Acting Mayor or Village Manager or, in the absence of any of them, by the Chief of Police. The Village shall notify the public of such snow emergency designation by the use of the Village notification system and other news media.

Whenever a snow emergency has been designated, no vehicle may be operated on any of the streets listed below unless such vehicle is four-wheel or all-wheel drive or properly equipped with snow tires, all-weather tires, or chains:

Whenever a snow emergency has been designated, parking shall be prohibited on certain designated streets. Signs reading "No Parking During Snow Emergency" shall be required to be posted along the below routes every 500 feet:

Upon declaration of a snow emergency, parking regulations in the following parking lots shall be temporarily suspended and vehicles shall be allowed to park therein free of charge. Owners of such motor vehicles shall remove the same from the municipal parking lots listed below within 12 hours following the end of a snowfall.

Zinsser Plaza Parking Lot.
(2) 
Southside Plaza Parking Lot (ConEdison Lot).
(3) 
Warburton Avenue Parking Lot.
(4) 
Steinschneider Plaza Parking Lot.
(5) 
Boulanger Plaza Parking Lot.
C. 
The Chief of Police is authorized to issue further directives as he deems necessary for public safety.
A. 
For the purposes of this chapter, superintendents, janitors or caretakers of buildings shall be deemed the authorized agents of the owners of such buildings for the purposes of receiving written notices provided for herein.
B. 
Municipal corporations are excluded from the provisions of this chapter.
In addition to any other remedies or penalties, the Village of Hastings-on-Hudson shall have the right to tow, remove and store, at the expense of the owner, any vehicles in violation of any section of this chapter.

Any person who violates any provision of this chapter shall be punished subject to the penalties prescribed by § 1-14 of the Village Code.
