For the purposes of this article, the following terms shall have the meanings indicated:
PERSON
Includes an individual, individuals, a firm, partnership or corporation.

No person shall place, leave or deposit or cause to be placed, left or deposited any dirt, filth, waste, garbage or rubbish in or upon any street, highway, sidewalk, public place or public lands lying within the Village. Every person owning or occupying a place of business within the Village shall keep the sidewalk in front of his or her business premises free of litter. Without limitation on the foregoing, every such person shall sweep or cause to be swept and removed any litter on the sidewalk in front of his or her premises twice each day that his or her premises are open for business.
No person shall abandon or discard or cause to be abandoned or discarded any article or thing, including but not limited to shopping carts, shopping wagons, baskets, crates, boxes or cartons, in or upon any street, highway, sidewalk or public place or public lands lying in the Village.
A. 
No person, being the owner or in control of a receptacle containing any dirt, filth, waste, garbage or rubbish, shall permit the contents of such receptacle to be blown therefrom by the wind onto or upon any street, highway, public place or public lands lying within the Village.
B. 
This section shall not be construed to apply to the monthly pickups or other pickups as set by the Village Manager from time to time; provided, however, that such refuse shall not be placed in the required area for pickups more than 48 hours prior to such date set.

Any person who violates the provisions of this article shall be guilty of a misdemeanor, which shall be punishable by a fine of not more than $250 or by imprisonment for a period of not more than 30 days, or both.
