A. 
When any vehicle is parked or abandoned on any highway within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway upon which said vehicle is parked or abandoned, said vehicle may be removed by the Police Department.
B. 
When any vehicle is found unattended on any highway within this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by the Police Department.
C. 
When any vehicle is parked or abandoned on any highway within this Village where stopping, standing or parking is prohibited, said vehicle may be removed by the Police Department.
D. 
When any vehicle is parked or allowed to remain upon any street or Village controlled parking area in the Village for more than 14 consecutive days without being moved, said vehicle may be removed by the Police Department.

After removal of any vehicle as provided by this article, the Police Department may arrange to have such vehicle stored at a tow/storage facility at the expense of the owner. The owner or other person legally entitled to the possession of such vehicle may be charged with a reasonable cost for the removal and storage, payable to the tow/storage company before the vehicle is released.
The Police Department shall without delay ascertain to the extent possible the owner of the vehicle or person having the same in charge, and notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
