A.
As part of subdivision approval or site plan requirements
and the issuance of a building permit appurtenant thereto, road frontages
shall be improved. On existing road frontages, improvements shall
be required in keeping with the present character of the area with
respect to sidewalks, curbs and road width. Documented drainage problems
on rights-of-way abutting sites shall be resolved. New road frontages
shall be improved to Village specifications unless the character of
the area or adjacent land uses warrant relaxations or modifications.
All waivers or modifications of road development standards shall be
considered by the Planning Board.

B.
No building permit shall be issued for any main building
or use unless a road improvement plan has been approved as provided
herein showing the plot to have the required minimum frontage on a
street or road or highway to be improved in compliance with the provisions
of this chapter.
C.
If said street or road shall be on a subdivision map
filed in the office of the County Clerk or if said street or road
shall be an official highway, the same shall be improved in compliance
with requirements of the Village Board.
D.
Any other street, way or road other than one on a
subdivision map filed in the office of the County Clerk or other than
an official highway shall:

No certificate of occupancy shall be issued unless
all of the requirements hereunder shall have been met and improvements
installed, inspected and approved. The Mayor or such person as is
delegated by the Village Board is authorized to issue any certificate
of occupancy notwithstanding the incompletion of site or road improvements
whenever weather, acts of God, war, strikes or other circumstances
exist which delay the installation or completion thereof and provided
that suitable assurance or guaranty of completion is provided in lieu
thereof.
A.
Streets shall have a right-of-way width of 50 feet
for local residential access and 60 feet for major residential or
industrial-commercial access. The center-line radii shall be a minimum
of 250 feet.
B.
Street names shall not duplicate or closely approximate
the name of any other street already existing in the village.
C.
Pedestrianways may be required to provide access to
points of interest such as schools, parks and shopping centers.
D.
Wherever possible, streets shall intersect at an angle
of 90°. On T-type intersections, a minimum offset between street
center lines shall be at least 150 feet for minor intersections and
300 feet for major intersections. Intersection alignment may be required
where appropriate. The maximum grade of a street within 60 feet of
an intersection shall be 2%. A minimum stopping sight distance of
250 feet for minor streets and 400 feet for major streets shall be
required. Reverse or consecutive horizontal curves shall be separated
by a minimum tangent section of 100 feet.
E.
There shall be no reserve strips which deny future
access to adjoining lands.
F.
No street grade shall be less than five-tenths percent
(0.5%). Grades shall not exceed 8% for minor streets or 5% for major
and industrial streets.
G.
Culs-de-sac shall be required at the end of dead-end
streets and shall be as shown in the village construction standards
in Appendix A,[1] except when waived by the Planning Board. The length of
a dead-end street shall not exceed 750 feet and shall not provide
access to more than 20 lots.

H.
Curbs and sidewalks shall be installed in accordance
with the village construction standards in Appendix A.[2] Curb radii at intersections shall be as follows:

I.
No street elevation shall be lower than plus six (+6)
feet per United States Coast and Geodetic Survey datum.
J.
Street name and traffic control signs. Street name
and traffic control signs shall be installed by the Village of Islandia
in accordance with the New York State Manual of Uniform Traffic Control
Devices and the village construction standards in Appendix A.[3] A fee to cover this cost in the amount as shown in the
fee schedule[4] shall be paid by the developer prior to final approval
of the site plan or subdivision by the Planning Board.
B.
The application forms as provided by the village shall
be completed.
D.
After submission of the above and approval by the
Village Building Department, the Planning Board shall either approve
with or without modification or conditions or disapprove the road
opening plans. If the application is disapproved, the Planning Board
shall notify the developer of the reasons therefor in writing.
E.
The developer has 180 days to satisfy the requirements
on which approval has been conditioned and obtain certification of
the Planning Board after which time approval is terminated. This period
may be extended by the Planning Board. Approval is conditioned upon
approval of any other state, federal or local agency having jurisdiction.
F.
At such time as conditions specified above, including
payment of all fees, acceptance of bonds and covenants and easements,
have been met, the village shall issue the road opening permit.
