Traffic control signals shall be installed and operated at the intersection of those streets described in Schedule I (§ 164-32), attached to and made a part of this chapter.
A. 
Red indications.
(1) 
Traffic, except pedestrians, facing a steady circular red signal, unless to make such other movement as is permitted by other indications shown at the same time, shall stop at a clearly marked stop line, but if none, then shall stop before entering the crosswalk on the near side of the intersection, or in the event there is no crosswalk, at the point nearest the intersecting roadway where the driver has a view of the approaching traffic on the intersecting roadway before entering the intersection and shall remain standing until an indication to proceed is shown except as provided in Subsection A(2).
(2) 
Unless a sign is in place prohibiting such turn as set forth in § 164-10 hereof:
(a) 
Traffic facing a steady circular red signal may cautiously enter the intersection to make a right turn after stopping as required by Subsection A(1) of this subsection, except that right-turning traffic is not required to stop when a steady right green arrow signal is shown at the same time. Such traffic shall yield the right-of-way to pedestrians within a marked or unmarked crosswalk at the intersection and to other traffic lawfully using the intersection.
(b) 
Traffic, while on a one-way roadway, facing a steady red signal may cautiously enter the intersection to make a left turn onto a one-way roadway after stopping as required by Subsection A(1) of this subsection. Such traffic shall yield the right-of-way to pedestrians within a marked or unmarked crosswalk at the intersection and to other traffic lawfully using the intersection.

The maximum speed at which vehicles may proceed on or along any streets or highways within the Village is hereby established at 15 miles per hour, except that the speed limit for vehicles proceeding on or along those streets or parts of streets described in Schedule II (§ 164-33) shall be as indicated in said schedule. With reference to streets or highways within the Village which are subject to other jurisdictions, the speed limit shall be as posted.
No person shall drive a vehicle at a speed in excess of that indicated Schedule III (§ 164-34), in the areas described in said Schedule III, during school days between the hours of 7:00 a.m. and 6:00 p.m.
The streets or parts of streets described in Schedule IV (§ 164-35), attached to and made a part of this chapter, are hereby designated as one-way streets in the direction indicated.
U-turns are hereby prohibited on all streets except on the streets or parts of streets described in Schedule V (§ 164-36), attached to and made a part of this chapter.
No person shall make a turn of the kind designated (left, right, all) at any of the locations described in Schedule VI (§ 164-37), attached to and made a part of this chapter.
No person shall make a right turn when facing a steady red signal (stop indication) at any of the locations described in Schedule VII (§ 164-38), attached to and made a part of this chapter.
The intersections described in Schedule VIII (§ 164-39), attached to and made a part of this chapter, are hereby designated as stop intersections. Stop signs shall be installed as provided therein.
The intersections described in Schedule IX (§ 164-40), attached to and made a part of this chapter, are hereby designated as yield intersections. Yield signs shall be installed as provided therein.
Trucks in excess of the weights indicated are hereby excluded from the streets or parts of streets described in Schedule X (§ 164-41), except for the pickup and delivery of materials on such streets.

Every person shall obey the instructions of any official traffic control device applicable to him placed in accordance with the provisions of this chapter or the New York State Vehicle and Traffic Law, unless otherwise directed by a traffic or police officer, subject to the exceptions granted the driver of an authorized emergency vehicle in this chapter or in the New York State Vehicle and Traffic Law.

It is unlawful and, unless otherwise declared in this chapter with respect to particular offenses, it is a traffic infraction for any person to do any act forbidden or to fail to perform any act required in this chapter or in the New York State Vehicle and Traffic Law.

No person shall fail or refuse to comply with any lawful order or direction of any police officer or flagperson or other person duly empowered to regulate traffic.
