A. 
No person shall abandon a vehicle as is defined in New York Vehicle and Traffic Law, § 1224 on any Village street, highway or shopping center and shall not leave a vehicle unattended in any shopping center where such vehicle as unattended, would constitute an obstruction to traffic or where stopping, standing or parking is prohibited. The owner or operator of any abandoned or unattended vehicle shall be responsible for payment of reasonable charges incurred by the Village for the removal and storage of any such vehicle.
B. 
When any vehicle is parked or abandoned on any highway or public parking lot within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by or under the direction of the Board of Trustees.
C. 
When any vehicle is found unattended on any highway or public parking lot within the Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by or under the direction of the Board of Trustees.
D. 
No person shall park a vehicle on any Village street or highway that is not registered pursuant to the New York State Vehicle and Traffic Law. Registered pursuant to the New York State Vehicle and Traffic Law shall mean that the vehicle is properly and actually registered and that a valid registration sticker is fully and property affixed to the windshield of the vehicle.

After removal of any vehicle as provided in this article, the Board of Trustees may store or cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the Village of the amount of all towing and storage expenses and fees actually and necessarily incurred in effecting such removal and storage, plus payment to the Village Court of any fines levied by the Village Court.
It shall be the duty of the Court Clerk to ascertain to the extent possible the owner of the vehicle or the person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same. Said Court Clerk shall also without delay report the removal and disposition of any vehicle removed as provided in this Article to the Village Clerk.
