No garbage or refuse containing newspapers shall
be collected by the Village of Kings Point or its designated collector
from any lot or premises in the Village of Kings Point.
No newspapers shall be collected by the Village
of Kings Point or its designated collector from any lot or premises
in the Village of Kings Point unless the newspapers are separately
bundled and securely tied with a rope or cord in bundles which do
not exceed one foot in height or 25 pounds in weight.
As used this article, the following terms shall
have the meanings indicated:
GARBAGE
Includes any animal or vegetable refuse, dead animals weighing
not more than 15 pounds, carrion, offal, swill, wastes from the preparation,
cooking or consumption of foods and similar materials.
NEWSPAPER
Includes all publications containing general news of the
day, information on current events and news of current interest to
the general public which is published regularly at stated short intervals
and which is intended for circulation among the general public. Publications
which have for their principal purpose the advertising of business
concerns in the area and not the dissemination of news and which are
distributed free of charge are not "newspapers" even though a modicum
of local news and other material found in "newspapers," are included.

REFUSE
Includes tin cans, bottles, boxes, paper (except newspapers),
barrels, rags, excelsior, straw, grass, weeds, garden clippings, small
branches, Christmas trees and wreaths, old clothes, shoes, furniture
or parts thereof, metal, rubber, concrete or wooden scrap and any
abandoned personal property and similar materials and leaves contained
in no more than six plastic bags (per pickup), each holding not more
than seven bushels.
