A.
The Board of Trustees deems it in the best interest of
the Village to establish an official Commission to oversee and monitor golf
facilities, including but not limited to expenses and revenue of the Village
golf course, golf facilities and buildings servicing same (the "golf facilities").
Such commission's responsibilities will include meeting the needs and
concerns of the public with respect to the golf facilities, acting as a liaison
and overseeing the daily affairs of the independent golf-course operators,
including the pro shop, and making recommendations to the Board of Trustees
regarding rules and regulations governing said golf facilities as well as
actions to be taken by the Village and, when authorized by the Board of Trustees,
to protect, maintain, improve and monitor the golf facilities.
B.
The Board of Trustees deems it desirable that a representative
group of residents be designated to serve in the interest of the public, without
compensation, to implement and monitor such golf facilities, in accordance
with the dictates of the Board of Trustees.

A.
There is hereby created a Golf Commission consisting of 11 members
to be appointed by the Mayor with the approval of the majority of the Board
of Trustees. Each member's term shall be for one or two years, at the
discretion of the Mayor with the approval of the majority of the Board of
Trustees, in order to ensure the continuity and experience of the Commission.
A member of the Board of Trustees shall be appointed as one of the members
of the Golf Commission and shall serve as its Chair.
B.
At its discretion, the Mayor, with the approval of the Board
of Trustees, may appoint one alternate member to serve in place of any member
of the Commission who is unable to attend any particular meeting of the Commission.
The alternate member of the Commission shall have all of the powers and duties
of regular members at such times as the alternate member is serving to fill
a quorum. The alternate member shall be appointed for the term of one year.

A.
The Golf Commission shall oversee the golf facilities
and make recommendations to the Board of Trustees regarding actions to be
taken by the Village to protect, maintain, improve and administer them, including
but not limited to expenses and revenue of such golf facilities, to prepare
and make such studies and render such reports as necessary with respect to
the golf facilities and to implement actions so approved by the Board of Trustees
with respect to the golf facilities.
B.
The Golf Commission may appoint a Secretary to the Golf
Commission to assist it in performing its functions.

A.
The Secretary to the Golf Commission shall be its recording secretary
and shall be responsible for keeping a public record of the minutes of all
meetings, its resolutions, findings and determinations. If no Secretary has
been appointed, the Commission shall appoint a Commission member to act as
recording secretary to keep a public record of the minutes of all of its meetings,
its resolutions, findings and determinations.
B.
The Chair shall be responsible for providing notice of all Golf
Commission meetings.
