It shall be unlawful for any person to peddle,
hawk, vend or solicit orders for the purchase or sale of goods, merchandise,
commodities or services or to solicit subscriptions for books, publications,
papers, magazines or periodicals in the streets or public places of
the Village, or by going from house to house within the Village, unless
such person is duly licensed as provided in this article.
A.
No license shall be issued except upon proper application
in writing to the Clerk of the Village, which application shall include
the name and address and mailing address, if different, and description
of the applicant; the type of goods, merchandise, commodities or services
or periodicals which the applicant proposes to peddle, hawk, vend
or solicit orders for; name and address of the corporation, or person,
if any, employing the applicant; the principal officers of such corporation
or firm; and such other information as may be required.
A.
Upon receipt of the application and the materials required by § 69-5B, the Village Clerk shall submit such application to the Board of Trustees, who, after being satisfied that the applicant is a person of good moral character and that the issuance of a license is in accordance with the applicable law, shall issue a license.
B.
The form of the license shall bear the description
and photo of the licensee who is engaged in licensed activities in
the Village and shall be exhibited to occupants of houses within the
Village.
The term of any license issued pursuant to this
article shall be for one year, commencing with the date such license
is issued, except that such license may be suspended for cause by
the Mayor at any time, subject to reinstatement or revocation for
cause by the Board of Trustees at the next meeting thereof.

A.
No person shall, whether licensed or not, for the purposes referred to in § 69-4:
(1)
Engage in activities except between the hours of 9:00
a.m. and 6:00 p.m., or 1/2 hour before sunset, whichever occurs first.
(2)
Enter upon any residential property in the Village
except by means of established walkways.
(3)
Engage in activities at any premises identified on
the current "Do Not Knock" Registry or where the owner or occupant
has posted a sign or decal bearing the words “No Solicitation”
or words of similar import such as "No Solicitors," "No Solicitation,"
"No Soliciting," "No Peddlers," or "No Trespassing," provided that
the signage has letters at least one inch in height and is posted
conspicuously so that it can be seen by persons approaching the front
entry of the residence or at the front doorway or by persons assisting
a solicitor who has such a visual impairment as to be unable to see
the sign.

B.
No person shall permit or allow a vehicle to stop
on any Village street for the purpose of selling, or offering for
sale, any product or service directly to pedestrians.

A.
Any owner or occupant of property located in the Village who wishes to prohibit the activities described in § 69-4 at its property shall complete a form available in the Village Hall and on the Village’s website. The completion of the form will allow the owner/occupant’s premises to be included on a list of properties that do not permit the activities described in § 69-4 at its property (hereinafter referred to as the "'Do Not Knock' Registry" or "Registry."
B.
In order
to be removed from the registry, the owner and/or occupant must complete
a form indicating that he/she does not want his/her property to be
included on the registry.
C.
Any owner
and/or occupant who has requested enlistment on the "Do Not Knock"
Registry, pursuant to this chapter, shall be able to purchase from
the Village for a nominal fee a sticker or sign for display indicating
enlistment on the "Do Not Knock" Registry.
D.
All persons who are engaged in activities described in § 69-4 shall obtain the current "Do Not Knock" Registry at the time of issuance of a permit or at the time of registration to solicit pursuant to the provisions of this chapter.
