All walls over two feet in height hereinafter built in any residential, business, light manufacturing, economic development or research and office district in the Village for the purpose of retaining or supporting adjoining earth or rock shall be subject to the approval of the Village Planning Board. A building permit shall be obtained from the Building Inspector for the construction of any such wall. Further, any retaining walls in excess of four feet in height, wherever located in the Village, measured from ground level at the foot of the retaining wall, shall be constructed in parallel step design, the top vertical portion of which shall not exceed two feet in height, and all other vertical portions of which shall not exceed four feet in height, and no horizontal portion of which shall be less than six feet in width. Slopes used in lieu of such retaining walls shall not exceed 30° from the horizontal at any point.
