The words and phrases used in this chapter shall, for the purpose of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
The following highways are hereby designated through highways, and all vehicles approaching said through highways as below specified shall come to a full stop in accordance with the stop signs posted at these locations:
A. 
Skunks Misery Road is hereby designated as a through highway, and stop signs shall be posted at the following intersecting roadways entering thereon, controlling traffic as indicated:
(1) 
Southbound on Ridge Court.
(2) 
Southbound on Overlook Road.
(3) 
Northbound on Wood Lane.
(4) 
Northbound on Weir Lane Spur.
B. 
Lattingtown Road is hereby designated as a through highway, and stop signs shall be posted at the following intersecting roadways entering thereon, controlling traffic as indicated:
(1) 
Westbound on Shelter Lane.
(2) 
Westbound on Winding Way.
(3) 
Southbound on Frost Creek Drive.
(4) 
Southbound on Parish Drive.
(5) 
Northbound on Overlook Road.
(6) 
Westbound on Meudon Drive.
(7) 
Southbound on Peacock Lane.
(8)

C. 
Locust Valley — Bayville Road is hereby designated as a through highway, and stop signs shall be posted at the following intersecting roadways entering thereon, controlling traffic as indicated:

Eastbound on Ryefield Road.
(2) 
Westbound on Feeks Lane.
(3) 
Northbound on Cherrywood Lane (Weeks Avenue).
(4) 
Northbound on Matinecock Avenue.
(5) 
Northbound on Egypt Lane.
(6) 
Eastbound on Edon Rock Drive.
(7) 
Westbound on Factory Pond Road.
(8) 
Westbound on Milford Drive.
(9)

D. 
Birch Hill Road is hereby designated as a through highway, and stop signs shall be posted at the following designated roadways entering thereon, controlling traffic as indicated:

E. 
The following intersections are hereby designated as stop intersections, and stop signs shall be posted at the following roadways, controlling traffic as indicated:
(1) 
Weir Lane and Wood Lane, controlling eastbound traffic on Wood Lane.
(2) 
Overlook Road and Old Tappan Road controlling eastbound traffic on Old Tappan Road.

The following intersections are hereby designated yield intersections and yield signs shall be posted controlling traffic as indicated:

Lattingtown Road and Lattingtown Road Spur, controlling traffic northbound on Lattingtown Road Spur.
(2) 
Horse Hollow Road and Birch Hill Road Spur, controlling traffic eastbound on Birch Hill Road Spur.
Traffic control signals shall be installed, maintained and operated as follows:
A. 
A two-phase, fixed time, traffic control signal at the intersection of Bayville Road and Horse Hollow Road.
B. 
A two-phase, fixed time, traffic control signal at the intersection of Horse Hollow Road and Birch Hill Road.
C. 
A three-phase, semi-vehicle-actuated traffic control signal at the intersection of Lattingtown Road, Horse Hollow Road and the Creek Club Entrance. This signal shall include a vehicle detector for southbound traffic from the Creek Club and a right turn green arrow for traffic northbound on Lattingtown Road turning east onto Horse Hollow Road.
D. 
A two-phase, fixed time, traffic control signal at the intersection of Lattingtown Road, Skunks Misery Road, Weir Lane, and Ludlam Lane.
E. 
A single-phase, fixed time, flashing traffic control signal at the intersection of Birch Hill Road and Ryefield Road, with a flashing red indication displayed east on Ryefield Road, and flashing yellow indications displayed north and south on Birch Hill Road.
F. 
A single-phase, fixed time, flashing traffic control signal at the intersection of Bayville Road and Ryefield Road with a flashing red indication displayed west on Ryefield Road and flashing yellow indications displayed north and south on Bayville Road.

Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed on all public highways within the corporate limits of the Village of Lattingtown, with the following exceptions:
A. 
A speed limit of 25 miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of the Village of Lattingtown on the following highways:
(1) 
East Beach Drive.
(2) 
Peacock Lane.
(3) 
Peacock Drive.
(4) 
Meudon Drive.
(5) 
Parish Drive.
(6) 
Lewis Lane.
(7) 
Frost Creek Drive.
(8) 
Winding Way.
(9) 
Sheep Lane.
(10) 
Edon Rock Drive.
(11) 
Marseille Drive.
(12)

A speed limit of 20 miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of the Village of Lattingtown on the following highways:
(1) 
Egypt Lane.
(2) 
Matinecock Avenue.
(3) 
Park Avenue.
(4) 
Wood Lane.
(5) 
Meadow Place.
(6) 
Cherrywood Lane (Weeks Avenue).
A. 
Application of section. The provisions of this section shall apply except:
(1) 
When it is necessary to stop a vehicle because of an accidental or temporary disability or to avoid conflict with other traffic; or
(2) 
In compliance with the directions of a police officer or official control device; or
(3) 
When a temporary permission has been issued by the Mayor or Deputy Mayor and filed with the Police Department for the parking of vehicles incidental to a meeting or gathering at a particular location in the Village.
B. 
Parking, standing and parking prohibited. The parking, standing and stopping of vehicles is hereby prohibited on all highways within the Incorporated Village of Lattingtown.
A. 
When any vehicle is parked or abandoned on any highway within this Village, said vehicle may be removed by the Police Department.
B. 
After removal of any vehicle as provided in this Section, the Police Department may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon the payment to the Police Department of the amount of all expenses actually and necessarily incurred in effecting such removal and storage.
C. 
The Police Department shall without delay, report the removal and the disposition of any vehicles removed as provided in this section to the Village Clerk and it shall be the duty of the Police Department to ascertain to the extent possible the owner of the vehicle or the person having charge of the same and notify him of the removal and disposition of such vehicle and the amount which will be required to redeem the same.
Pavement markings in accordance with the standards and specifications established by the State Traffic Commission shall be applied on all highways and streets maintained by and within the corporate limits of the Village.
A. 
It shall be unlawful for any person to operate or move or cause or knowingly permit to be operated or moved on or over any of the following streets, highways, avenues, owned or maintained by the Village (hereinafter referred to as "Village street") or the below designated private roads open to public motor vehicle traffic, any motor vehicle, truck, tractor, trailer or any other machinery whose weight alone or in combination with the weight of its load shall exceed 10 tons, or four tons as the case may be as indicated below, without first obtaining a permit for each vehicle from the Village Street Commission upon written application therefor stating the name of the owner, the character of the vehicle, its weight, its proposed load, the name of the Village street or private road open to public motor vehicle traffic over which the passage is proposed and the day or days and any time of such proposed passage.

B. 
Said permit shall not be issued unless and until there has been deposited with the Village the following:
(1) 
A cash deposit made to the Village Street Commissioner for deposit with the Village Treasurer in amounts required by Chapter 145, Fees and Deposits, such amount to be measured and/or multiplied by:

(a) 
The linear feet of that portion of the Village street to be traveled upon by each vehicle;
(b) 
The number of vehicles;
(c) 
The number of days each vehicle will operate on any Village street.
(2) 
A form of agreement, duly executed and acknowledged before a notary public, in a form satisfactory to the Village's Street Commissioner, which, by its terms, shall provide that:
(a) 
The permittee shall, within 10 days after the receipt of any written notice of any damage caused by any of his vehicles to said Village street, cause the same to be repaired to the reasonable satisfaction of the Village's Street Commissioner; and
(b) 
In the event that the permittee shall fail to repair any damage caused by his vehicle to any Village street as provided in Subsection B(2)(a) above, the Village shall have the absolute right to use all or a portion of said cash deposit to repair said Village street and restore same to its original condition.
C. 
The cash deposit or the remaining portion thereof shall be returned to the permittee by the Village Treasurer after the Village Street Commissioner has certified in writing that each Village street used by the permittee's vehicle is in, or has been restored to, its original condition before such use.
D. 
The regulations established in this section shall not be construed to prevent the casual delivery or pickup of merchandise, refuse or other property along Village streets from which such vehicles are otherwise excluded.

No person shall operate a motor vehicle in excess of 20 miles per hour in the areas described during school days between the hours of 7:00 a.m. and 6:00 p.m.:

The provisions of this section shall not apply to any law enforcement officer while engaged in the performance of his duties; nor shall the provisions of the section apply to any Fire Department vehicle responding to a fire or emergency.
