Editor's Note: Former Ch. 92, Police Department, adopted
10-21-1968, was repealed 11-17-1997 by L.L. No. 2-1997, which was
passed upon the affirmative vote of a majority of qualified electors
at a permissive referendum held 1-20-1998. This local law provided
that the Laurel Hollow Police Department is abolished, effective midnight
on 5-31-1998.
The Village Procurement Policy is on file and available for
inspection in the office of the Village Clerk. The policy shall be
reviewed annually and amended by resolution of the Board of Trustees
when necessary.
This chapter authorizes the use of "best value" in certain competitive
offerings as authorized by § 103.1 of the General Municipal
Law.
As used in this article, the following terms shall have the
meanings indicated:
"Best value" shall be as defined by the State of New York
in § 103.1 of the General Municipal Law and § 163.1j
of the Finance Law.
A.Â
Whenever a purchase is subject to competitive bidding pursuant to
§ 103 of the General Municipal Law, and, in such cases where
the use of best value is permitted and utilized, the bid solicitation
shall include evaluation criteria, which, whenever possible, shall
be quantifiable, and also include the process to be used in the determination
of best value and the manner in which the evaluation process and selection
process shall be conducted.

The bid solicitation shall prescribe the minimum specifications or
requirements that must be met in order to be considered responsive
and shall describe and disclose the general manner in which the evaluation
and selection shall be conducted. Where appropriate, the bid solicitation
shall identify the relative importance and/or weight of cost and the
overall technical criterion to be considered by the Village of Laurel
Hollow in its determination of best value.

Where the basis of the award is best value, documentation in the
procurement record shall, where practicable, include a quantification
of the application of the criteria to the analysis of proposals and
the evaluation results or, where not practicable, such other justification
which demonstrates that best value will be achieved.
