A. 
The Village of Laurel Hollow is primarily a single-family, low-density, residential community in an environmentally sensitive location on the shorefront of Long Island Sound. It has comparatively little in the way of urban infrastructure. The village's zoning has, however, permitted a scientific research laboratory land use, conducted by the Cold Spring Harbor Laboratory, a corporation chartered by the New York State Board of Regents, to grow over the years, by way of a variance procedure, into a major nonresidential facility with a significant presence and impact upon the community. The continued development of that site, including the construction of new and expanded buildings and facilities, the expansion of its use and the sizeable increase in its employment have now resulted in a scale and extent of activity which is well beyond the nature of a variance within the village's Residence District. For this reason, the Village Board of Trustees hereby determines that a separate Residence/Institutional District should be created with standards, controls and requirements specifically designed for such a use. This will provide a specific legislative mandate for the laboratory use, with appropriate standards and controls consistent with the nature, character, carrying capacity and environment of the Village of Laurel Hollow.
B. 
Therefore, the Village of Laurel Hollow is hereby constituted as two districts, to be known as "Residence (R) District" and "Residence/Institutional (R/I) District," the boundaries of which shall be as shown upon the map attached to and made a part of this chapter, which map is entitled "Official Zoning District Map of the Incorporated Village of Laurel Hollow in the Town of Oyster Bay, County of Nassau and State of New York," dated December 21, 1995, and all the notations, references and other things shown thereon shall be as much a part of this chapter as if they were all fully described herein.[1]

After the effective date of this chapter, no building or premises or any part thereof in the village or in any territory hereafter annexed shall be used or maintained for any purpose other than the uses permitted therefor by this chapter; no building or part of a building in the village shall be erected, enlarged, altered or maintained except in conformity with the provisions of this chapter, nor shall any building or part of a building in the village be used or maintained if erected, enlarged or altered other than in conformity with the provisions of this chapter.
