A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
COMMERCIAL VEHICLE
For purposes of parking, standing and stopping, a commercial vehicle is defined as a vehicle that:

(1) 
Bears commercial plates; or
(2) 
Is permanently altered by having all seats and seat fittings, except the front seats, removed to facilitate the transportation of property (for vehicles designed with a passenger cab and a cargo area separated by a partition, the seating capacity within the cab shall not be considered in determining whether the vehicle is properly altered); or
(3) 
Is a bus, ambulette, delivery van, taxi, and/or limousine; or
(4) 
Includes, but is not limited to, any vehicle other than a personal passenger vehicle, or motorcycle which is primarily designed, constructed, used, or maintained for the transportation of goods, merchandise, or property, or for the provision of commercial services or for the livery or transport of passengers for hire or compensation, whether on a profit or nonprofit basis, or for the livery or transport of children to or from school or camp, or as the power unit for the hauling of freight or cargo by trailer or semitrailer or any combination of trailers and semitrailers or any type of nonmotorized trailer unit.
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HOLIDAYS
New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
The Village Administrator shall install and maintain traffic control devices when and as required under the provisions of this chapter, to make effective the provisions of this chapter, and may install and maintain such additional traffic control devices as he may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
A. 
There is hereby continued a system of schedules, appearing as Article VI of this chapter, in which are entered all regulations in effect as of the effective date of this chapter. On and after the effective date of this chapter, the regulations appearing in such schedules may be amended by the resolution of the Board of Trustees. All regulations shall be adopted by resolution with reference to the appropriate schedule as indicated in the various sections of this chapter.

B. 
Regulations shall be adopted by the Board of Trustees in accordance with provisions of the Village Law and the Vehicle and Traffic Law, or by an officer or agent authorized by the Board of Trustees to adopt regulations pursuant to § 1603 of the Vehicle and Traffic law.
The Chief of Police is hereby authorized to designate safety zones, parking spaces and bus, cab or taxicab stands in the public streets of the Village, in addition to those now or hereafter provided by this chapter.
The Chief of Police is hereby authorized and empowered to make and enforce temporary regulations to cover temporary or special conditions.

It shall he unlawful for any person to refuse or fail to obey or comply with any lawful order or signal of a policeman or other police officer. It shall be unlawful for any person, including the owner, operator or person in charge of any vehicle, to violate or to fail to comply with any of the provisions of this chapter or of any sign, signal or direction erected, displayed or operated pursuant to the provisions of this chapter.
