The Town Board of the Town of Lloyd hereby adopts the Open Meetings Law, as set forth in Article 7 of the Public Officers Law of the State of New York,[1] and hereby declares that the following procedure shall be followed by the Town Board and all Town commissions and committees in connection with notification of meetings and conduct of meetings.
A. 
There shall be no meeting of the Town Board or any public commission, board or committee of the Town of Lloyd unless notice is given to the public as follows:
(1) 
Meeting scheduled at least one week in advance. The Town Clerk of the Town of Lloyd shall inform the public by notice in writing by posting of a notice on the bulletin board on the outside of the Town Hall and on the Town Clerk's official bulletin board in the hallway of the Town Hall. Notice for the meeting shall also be given to the official Town newspaper. Copies shall also be sent, or the Town Clerk may telephone the information, in his or her discretion, to other members of the news media. The Town Clerk of the Town of Lloyd shall post and mail the notice before the meeting and post in the above locations at least 72 hours before the date of the meeting.
(2) 
Meetings scheduled for less than a week in advance. The public shall be informed of meetings scheduled less than one week in advance as soon as practicable by the posting of notices in the above locations and by notification to the media in any manner and time period prior to the meeting which the Town Clerk deems reasonable under the circumstances to comply with the Open Meetings Law.[2]

B. 
Change in time, date or location of meetings for which notice has been given. When the time, date or location of a scheduled meeting which has been the subject of notification as set forth above is changed, the Town Clerk or secretary to the other public body in the Town of Lloyd shall post a new notice showing the change and shall provide notice to the media.

The Town Clerk shall furnish a copy of this chapter to the Chairmen of all of the Town's boards, commissions and committees and a letter to each chairman advising that the Town Board requests that they comply with the procedure set forth above and shall include a copy of the form notice to be used.
The Town Clerk of the Town of Lloyd shall post, mail and telephone notices in accordance with the above procedure for the Town Board and all committees, commissions and boards of the Town of Lloyd. However, for all such public bodies other than the Town Board, it shall be the responsibility of the secretary, or Chairman if there is no secretary or if the secretary does not perform such duties, to prepare the actual notice and deliver it to the Town Clerk in accordance with the above procedures, at least one week in advance of the meeting if scheduled more than one week in advance or within a reasonable time to allow the Town Clerk to notify the public and media if scheduled less than one week in advance.

It is the intent of this section to give the Town of Lloyd public bodies, as that term is defined in Public Officers Law § 102, the authority to participate in meetings via videoconference in a manner consistent with the Town's videoconferencing policy and the authority granted in Public Officers Law § 103-a.
A. 
Definitions.
(1) 
The terms, words and phrases used in this section shall have the same meanings as such terms, words and phrases are defined in § 102 of the Public Officers Law.
(2) 
As used in this section, the following terms shall have the meanings indicated:
LOCAL PUBLIC BODY
Any duly constituted board, commission or other municipal body or agency of the Town of Lloyd comprised of two or more public officers or other persons.
B. 
Remote attendance. The Town Board of the Town of Lloyd hereby authorizes all members of the Town's public bodies to participate in meetings using videoconferencing technology in a manner consistent with Public Officers Law § 103-a and with the Town's videoconferencing policy adopted by the Town Board, which policy may be amended by resolution of the Town Board.
