The Town of Manchester hereby implements all the provisions of Part
617 of the State Environmental Quality Review Act.[1]

The duly appointed Zoning Officer of the Town of Manchester is hereby
designated the official for the Town of Manchester responsible for implementation
of Part 617 of the State Environmental Quality Review Act and is hereby granted
authority to receive, review and act upon all applications requiring a determination
of whether an action may or may not have a significant effect on the environment.
The Zoning Officer shall adhere to the guidelines outlined in Part 617
of the Environmental Quality Review Act and the Handbook for Local Government
pertaining thereto, and for each application received shall collect a sum
of $5 as a processing fee, such moneys to be deposited with the Town Clerk
and receipts maintained therefor.
This chapter shall take effect on June 1, 1977, unless the Legislature
of the State of New York shall postpone, amend or modify the effective date
and provisions of Part 617 of the State Environmental Quality Review Act,
in which case this chapter shall become effective with the date established
by said Legislature.
