The manufactured home community and manufactured homes therein shall conform to the following standards.
A manufactured home community shall be located in an established Manufactured Home Community District and shall consist of an area of not less than 10 acres.
The minimum size of any individual manufactured home in a manufactured home community or expansion of a district or park shall be not less than 1,000 square feet.
Each manufactured home lot shall contain not less than 10,000 square feet with a minimum lot width of 100 feet and each manufactured home shall be placed on a lot so as to meet the following setback requirements:
A. 
Front yard setback. There shall be 25 feet from the road right-of-way. For a corner lot the setback shall not be measured from the pavement line/edge but shall be 25 feet from both road right-of-ways.
B. 
Side yard setback. There shall be an minimum of 15 feet along each lot line. Each side and rear lot line shall be established clearly marked with a maintained permanent marker.
C. 
Rear yard setback. There shall be a setback of 15 feet from the rear lot line to any structure on the lot. Each rear and side lot line shall be established clearly marked with a maintained permanent marker.
D. 
All manufactured home lots or other buildings adjacent to a public right-of-way the setback shall be not less than 100 feet from the public right-of-way. Measurement from the pavement line/edge is prohibited.
E. 
A buffer shall be installed along the length of the public-right-of way of not less a fifteen-foot-in-depth dense tree planting not less than six feet in height and/or berm or other such approved landscaping perpetually maintained.
F. 
No certificate of occupancy or building permit shall be issued until all lot markers are in place in accordance with the certified survey and approved and site plan. Monuments and markers shall conform to the design set forth in section § 275-32, Monuments and markers, of the Code of the Town of Manchester.
All new construction, whether a new building, addition, any alteration or modification of a current site, shall require a site plan approval by the Planning Board. The following requirements shall apply:
A. 
New development, expansion or construction of a preexisting mobile home park shall conform to the standards and requirements of this chapter.
B. 
All uses, whether permitted, or permitted by special exception, require proof of ownership of land proposed.
C. 
Copies of all easements, including easement in gross, shall be submitted with site plan.
D. 
No site preparation or construction shall commence, or shall existing structures be occupied, until final site plan approval has been granted by the Planning Board and permits have been issued by all governmental agencies involved. The provisions of Chapter 196, Grading, Excavating, Clearing, Filling and Mining, and of Chapter 325, Zoning, § 325-28, Grading, excavating, clearing, filling and mining, of the Code of the Town of Manchester shall apply.
E. 
Drainage. In conformance with Chapter 269, Stormwater Management; Erosion and Sediment Control, of the Code of the Town of Manchester, an adequate system of storm drainage pipes, ditches and appurtenances shall be provided. Said system and installation shall be approved by the Engineer for the Town of Manchester and the Planning Board. All runoff shall be conducted to a suitable retention or detention pond then to natural drainage where the park owner and or developer has rights of discharge. No certificate of occupancy may be issued until such stormwater management and erosion control system is installed and operational as approved.
F. 
A traffic study, site-specific of current patterns on public highways abutting applicant's proposed project, including projection studies of maximum increase in traffic flow, daily, weekly, and annually, shall be provided. A turning lane and/or traffic-control devices may be required for public highway safety may be required.
G. 
A snow removal, implementation and management plan shall be provided and maintained.
H. 
Demand for services study shall be provided. It shall be projected through each stage, including completion of the project, to include fire, police, educational, highway maintenance, all utilities and other information as may be required by the Planning Board.
I. 
A minimum of two canopy trees shall be planted and maintained in the front lawn of each manufactured home stand, the approved landscaping shall be perpetually maintained.
The developer of a manufactured home community and/or mobile home park owner shall submit a landscaping and implementation plan for approval by the Planning Board of not less than 35% of open green space. Calculation shall not include recreation areas. A certificate of occupancy shall not be issued without such Planning Board approval.
The Planning Board shall have the option to require additional buffering at the Board's discretion.
A. 
If the manufactured home community is to include community facilities and activities, such as meeting rooms, recreation buildings, laundry rooms, swimming pools and central mail distribution, the plan shall include details of these facilities and the owner's statement of intent to provide adequate supervision and management of such facilities and activities.
B. 
All manufactured home community facilities shall be landscaped with trees, shrubs and grass and shall provide adequate, paved off-street parking space.
Provisions shall be made for recreation and open space in each manufactured home park as follows:
A. 
In all parks, there shall be one or more recreation areas which shall be easily accessible to all park residents. No outdoor recreation area shall contain less than 10,000 square feet. Over 30 lots, an additional 200 square feet and not less than 5,000 square feet of recreational area shall be provided for each manufactured home lot.
B. 
Recreation areas shall be located so as to be free of traffic hazards and should, where the topography permits, be centrally located.
Roadways and streets shall comply with Chapter 275, Subdivision of Land, Article II, Design Standards, of the Code of the Town of Manchester, with the standards and specifications which are described in the document entitled "Road Specifications," on file in the Town offices, and with the New York State Department of Transportation, and state and Town permits shall be required prior to installation.
