The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

The parking of vehicles is hereby prohibited on all highways within this Town except in incorporated villages between 1:00 a.m. and 7:00 a.m. from November 1 to April 15. The penalty for violation of this restriction shall be a fine of $20.
