A. 
The Village of Manlius hereby establishes a five-member advisory board for the Village fish hatchery.

B. 
Duties.
(1) 
It shall be the duty of this Committee to meet at least once a month to propose, review and make recommendations concerning the objectives and operation of the Village fish hatchery; to organize and work with volunteer workers; to review and make recommendations on the proposed fish hatchery budget by March 1 of each year; to keep minutes of each meeting and also send copies of the minutes to the Mayor for review and the Village Clerk for a permanent record file, and minutes shall also be sent to the Parks and Recreation Board; and to formulate and maintain a five-year operating plan, including long-range goals and estimated expenditures.
(2) 
It shall be the duty of this Committee to coordinate all long-range goals and objectives with the Parks and Recreation Board of the Village of Manlius and to promote, in cooperation with the Parks and Recreation Board, educational and recreational programs.
A. 
One Village Trustee appointed by the Mayor shall be a member of the Fish Hatchery Advisory Committee and serve as its Chairperson, for a term of one year.
B. 
The Mayor shall appoint, with approval by the Board of Trustees, four members to the Fish Hatchery Advisory Committee in addition to the Chairperson. Terms of office are to be for two years, except that for 1992 three of the appointments will be for three years. The Village Board of Trustees shall have the right to remove, after a public hearing, any member of the Fish Hatchery Advisory Committee for not attending meetings and other just causes. Removal of a member shall require a two-thirds affirmative vote of the Village Trustees. The terms of office shall begin on the first Monday of April 1992.
It shall be the responsibility of the Public Works Commissioner to submit a proposed operating budget for the Village of Manlius fish hatchery by February 1 of each year; to attend Fish Hatchery Advisory Committee meetings when requested; to hire and direct employees and to maintain personnel files; and to coordinate and promote the use of volunteers in the fish hatchery operation.
The Chairperson shall appoint from the Committee members a Secretary and members of the following standing committees:

Budget Committee.
B. 
Parks and Recreation Coordinating Committee.
C. 
Five-Year Plan Committee.
D. 
Hatchery Operations and Volunteer Committee.

The Mayor shall appoint, with the approval of the Board of Trustees, associate members (nonvoting). Terms of office are to be for 11 months beginning May 1.
