The creation and existence of the Village of Manlius Planning Board (Board) is hereby affirmed. The Board shall consist of five members appointed by the Village Board of Trustees pursuant to the provisions of § 7-718 of the Village Law. Each member shall hold office for a term of five years. Any member of the Board may be removed by the Mayor for cause after public hearing.
The Board shall have all the powers and duties prescribed by the Village Law and by this chapter, including the following:
A. 
Approval of plats. Pursuant to the provisions of § 7-728 of the Village Law and the Village subdivision regulations, the Board is authorized and empowered to approve plats without or with new streets within the Village.
B. 
Review of site development plans. The Board is authorized and empowered to review and approve, and approve with modifications, or disapprove site development plans in accordance with the provisions of § 99-37 of the Code of the Village of Manlius.
C. 
Changes in zoning regulations. The Board is authorized and empowered to make recommendations concerning proposed changes or amendments in the Village zoning regulations. This authority of the Board shall extend to all proposed changes in the zoning regulations, whether initiated by the Village Board of Trustees or by petition.
D. 
Cooperation regarding architectural matters. The Board is authorized and empowered to conduct surveys of buildings and other structures for the purpose of determining those of historic and/or architectural significance and pertinent facts about them and to otherwise cooperate with and advise the Village Board and other village boards and agencies in matters involving historic and/or architectural sites, buildings and structures.

E. 
Review of variance applications. The Planning Board is authorized and empowered to review and make recommendations to the Zoning Board of Appeals on applications for a variance when required by other sections of this Code, when the Planning Board refers a variance request to the Zoning Board of Appeals in the course of site plan review, or where the Zoning Board of Appeals makes a request, in writing, to the Planning Board to review a particular variance application.

The Board shall annually elect a Chairman from its own members. It shall have the power and authority to employ experts, clerks and a secretary, and to pay for their services and other such expenses as may be necessary and proper, not exceeding in all the appropriation that may be made for the Board by the Village Board of Trustees. The Board may adopt rules and regulations in respect to procedure before it and in respect to any other subject matter over which it has jurisdiction, after public hearing by the Board and subject to the approval of the Village Board of Trustees.
