No person shall operate for money or hire within the village any exhibition or performance commonly known as "moving-picture shows," either with or without a vaudeville entertainment, without first obtaining a license therefor.
The fee for a license required by the terms of this article shall be as provided in Chapter A350, Fees.

Nothing in this article shall be deemed to prohibit the exhibition or performance of moving pictures for religious or educational purposes, but no such religious or educational exhibitions aforesaid shall take place unless the persons exhibiting the same shall first obtain the written authorization of the Board of Trustees, who shall not issue the same unless satisfied that proper precautions for the prevention of fire and for security and safety have been taken.
