As used in this chapter, the following terms shall have the meanings indicated:
DIRT CART
Every vehicle of whatever description used in carting or transporting dirt, ashes, garbage, swill, offal, manure or other nauseous or offensive substance.

The Board of Trustees may issue a license to the owner of the vehicle licensed, together with a plate, to be affixed to a conspicuous and indispensable part of such dirt cart, on which shall be clearly set forth the official number of the vehicle with the words "Dirt Cart."

Every dirt cart, whether or not described as such, shall be furnished with a good and tight container and shall be securely covered when loaded to prevent the contents from being scattered upon the streets.
No cart or other vehicle used for carrying or containing any manure, swill, garbage, offal or rubbish or other nauseous or offensive substance or the contents of any privy, vault, cesspool or sink shall, without necessity therefor, be allowed to stand or remain before or near any building, place of business or other premises where any person may be, nor shall the loading or unloading of any such cart or vehicle or the conveying thereof through any street, place or premises consume an unreasonable period of time.
Any dirt cart or other vehicle used for carrying or containing a dead animal shall be equipped with a cover to conceal such animal from view while the same is being transported for final disposition.
All dirt carts and all implements used in connection therewith shall be kept and maintained in an inoffensive and sanitary condition.
All dirt carts and all implements used in connection therewith, when not in use, shall be stored and kept in a place where no needless offense shall be given to the people of the village.
