It shall be unlawful for any firm to have, possess, keep, store or use
any explosives without obtaining a permit from the Clerk of the village, except
such articles as defined by Interstate Commerce Commission regulations for
the transportation of explosives or other dangerous articles and unless these
explosives are stored, used or transported in conformity with the regulations
of the State of New York and the Public Safety Bureau of the Nassau County
Police Department.
No person shall sell, expose for sale or give away any caps, percussion
caps, fuse or electric blacking caps, dynamite or any other explosive materials
of any description without first obtaining a permit from the Clerk of the
Village.
All permits under this chapter shall be approved by the Village Board.
No application shall be considered without first obtaining the recommendation
in writing of the Bureau of Public Safety, Nassau County Police Department,
which recommendation shall be attached to the application before being acted
upon by the Village Board.
There shall be a fee as provided in Chapter
A350, Fees, for each permit issued under the provisions of this chapter by the Village Clerk, said fee to accompany the application therefor.
All permits issued under the provisions of this chapter shall expire
one year from the date they are issued, unless sooner revoked by the issuing
authority.
No person shall discharge any firearms, rockets, gunpowder firecrackers,
torpedoes, blasting caps, dynamite or other explosives within the village,
except as provided for under § 1894-a of the Penal Law.
