A. 
No application for an enclosed garage on real property within the Incorporated Village of Massapequa Park, whether such application is for a new house or for an enclosed garage on existing premises, shall be granted except as provided for in this chapter.
B. 
Any application by any person, corporation, partnership or other legal entity for an enclosed garage on residential property within the Incorporated Village of Massapequa Park must be made to the Building Department of the Village of Massapequa Park pursuant to its rules and regulations.
A. 
Any application for an enclosed garage, whether for a new house or for an existing premises, must provide for a minimum of two parking facilities on a permanent surface in conformance with the specifications as set forth in this Code of the Incorporated Village of Massapequa Park.
B. 
Said spaces for off-street parking facilities, which can consist of a driveway or carport, must be permanent in nature and with a surface which is in conformance with the specifications of the village regulations and Building Department, with a minimum of two spaces on said residential property.
C. 
No application for an enclosed garage shall be granted unless the applicant or applicants comply fully with the requirement of providing a minimum of two off-street parking facilities on said residential property.
The Building Department may vary, subject to appropriate conditions, such requirements of the foregoing regulations as in its judgment of the subject circumstances and conditions relating to a particular piece of property are not in conformance with the interest of the public health, safety and general welfare. When making this determination as to the improvement to be required in the enclosed garage, the Building Department shall take into consideration the prospective character of the development and the allowed density of population under the applicable zoning regulations.
Where the applicant desires a variance for an enclosed garage, he, she or it shall include a written request therefor with a statement of reason for such request with his application to the Building Department for the approval of said enclosed garage.
The application for an enclosed garage and the duplication of existing facilities for off-street parking on said premises shall be in accordance with this chapter, as modified, changed or amended by the Board of Trustees of the Village of Massapequa Park or by other applicable local law.
