It shall be unlawful for any person to disregard any rules, regulations
or instructions posted on appropriate signs located in any park or playground
placed thereon by order of the village.
As used in this chapter, the following terms shall have the meanings
indicated:
Includes all parks, playgrounds, athletic fields, canals, bays, lagoons
or inlets, village-owned lands, land under water owned by the village and
other recreational areas under the jurisdiction of the village and such other
rights and appurtenances as the Village Board may utilize, whether the same
are now or hereafter owned or acquired by the village in fee or otherwise,
including all land under and space above the surface of the ground.
A person who currently resides in the village and has so resided
for a continuous period of 30 days.
The use of the village parks shall be restricted to residents of the
village only, who are residents of the village or organizations with permits
issued by the village. Upon request of a village official or employee, all
persons or organizations shall identify themselves as village residents or
as organizations participating in an approved organization activity.
No cars, trucks or buses shall be admitted to any village park except
by written permission from the village or except in designated parking areas.
No person under 12 years of age shall be admitted to any park unless
accompanied by an adult who shall assume full responsibility for his safety
and conduct.
Every person in a village park shall conduct himself or herself in an
orderly manner and shall endeavor to cause no discomfort or inconvenience
to any other person or patron.
Village parks shall be opened and closed at the times and hours designated
and posted by signing by the village. No person shall enter the park after
closing.
No person shall tent or camp or erect or maintain a tent, lean-to, shelter
or camp in any park except by special permit or written authorization of the
village.
A permit to do any act shall authorize the same only insofar as it may
be performed in strict accordance with the terms and conditions of said permit.
Any violation by its holder of any terms or conditions shall constitute grounds
for revocation by the village or its authorized representative. Applications
for all permits shall be made to the village in the Village Hall or in such
other manner or place as the village shall direct.
No person shall make use of or gain admittance to or attempt to use
or gain admittance to the facilities of any park for the use of which a charge
or fee is fixed by the village unless he shall pay the charge or fee fixed.
The village shall not be responsible for loss, damage or theft to cars,
trucks or buses or their contents or to personal property. Such loss, whether
inside buildings or on the grounds of any park, shall be the patron's responsibility.
No person shall bathe, wade or swim in any waters of any park. Anyone
swimming or bathing in any waters of any park does so at his own risk.
No person shall take fish from any of the parks or land under water
except persons with permits, which permit must be conspicuously attached to
the person so doing. No person shall be allowed to take any shellfish from
any of the parks or from any land under water.

The village shall designate areas to be occupied for picnics and outings
and shall regulate the use of recreational facilities. All organized picnics
and outings shall first obtain a special permit from the village and pay a
fee as provided in Chapter 350, Fees. This permit shall be properly displayed
when requested by a village employee. Applications shall be considered on
a first-come, first-served basis pursuant to the rules and regulations of
the village.
No person shall erect any structure, stand or platform, hold any meeting,
perform any ceremony, make a speech or address, exhibit any performance or
form any parade or procession in any park except by special permit from the
village.
No person shall kindle, build, maintain or use a fire within any park,
except charcoal, sterno or propane, in designated areas allowed by the village
or under a special permit. Every fire shall be continuously under the care
and direction of a competent person over 21 years of age from the time it
is kindled until it is extinguished, and no fire shall be built within 10
feet of any tree or building or beneath the branches of any tree or underbrush.
No person shall throw or use any type of ball, beanbag or other object,
or play any ball game or any other game except in such places designated for
such use by the village, and no person shall engage in flying model planes,
flying kites or model boating, except in areas designated by the village.
No person in any park shall solicit alms or contributions for any purpose,
except by written permission of the village.
No person in any park shall post, distribute, cast or leave about any
bills, placards, tickets, handbills, circulars or advertisements or any other
matter for advertising purposes.
No person shall leave, throw, lay, drop or discharge into or on any
park, any bottles, refuse, garbage, rubbish or waste. Papers, cartons or any
other type of litter must be placed in receptacles for that purpose.
No person or organization shall bring into any park any beer, ale or
other alcoholic beverage without the express written permission of the village.
Any person lawfully conducting a picnic within any village park must have
a permit from the village which states that alcoholic beverages will be permitted
as part of said picnic, in order to bring any alcoholic beverage into any
village park.
No person in any park shall deface, injure, displace, remove, fill in,
raise, destroy or tamper with any drive, path or walk; take up, remove or
carry away trees, shrubs, turf or any material or substance; remove or destroy
any structure, building or any appurtenances connected with any park under
the jurisdiction and control of the village.
All laws and regulations of the Vehicle and Traffic Law regarding traffic
and motor vehicles shall form or constitute a part of this chapter, and such
additional directions for traffic and motor vehicles as may be posted on signs
shall be regarded as part of this chapter for traffic control. In parking
areas, all persons shall comply with the directions of parking attendants.
The speed limit through the park area shall not exceed five miles per hour.

No person or organization owning or maintaining or caring for or having
custody of any animal shall cause or permit such animal (excluding
guide dogs) to enter into any village park except by written permission of
the village.

A.
Any person, entity or organization violating any of the
provisions of this chapter shall be deemed guilty of a violation punishable
with a mandatory minimum fine of $100 for the first offense and/or by imprisonment
for 15 days, or by both such fine and imprisonment.
B.
Any person, entity or organization violating any of the
provisions of this chapter for a second offense shall be deemed guilty of
a violation punishable with a mandatory minimum fine of $250 and/or by imprisonment
for 15 days, or by both such fine and imprisonment.
