It shall be unlawful for any person to engage in business as a canvasser
or solicitor, calling at residences without the previous consent of the occupant
for the purpose of soliciting orders, sales, subscriptions or business of
any kind or seeking information or donations, without first having registered
in the office of the Village Clerk and receiving a license as hereinbefore
set forth.[1]
A.
An applicant for registration and license hereunder shall give
his complete identification, his signature, the name of his employer, the
nature of the services in which he is interested, the names of the manufacturers
of the products or of the organization which he represents and the proposed
method of operation in the Village.
B.
If an applicant is under the age of 18, proof of working papers
must be provided along with the application.[1]

A.
Issuance. Each applicant who shows evidence of good character
and who pays the fee provided for herein shall be furnished a certificate
along with a picture ID card which must be prominently displayed on the person
while in the Village, indicating that he has registered and showing the dates
covered by such registration.

B.
Exhibit. Each person shall at all times while soliciting
or canvassing in the Village carry upon his person the registration certificate,
and the same shall be exhibited by such registrant whenever he is required
to do so by any police officer or by any person solicited.
C.
No applicant will be permitted to solicit after 8:00 p.m. or
dusk, whichever is earlier, on any evening.

Any registration and/or license hereunder may be revoked by the Mayor,
by any member of the Board of Trustees or person designated by the Board of
Trustees or by the Police Department because of any violation by the registrant
of this article or of any ordinance of the Village, town, state or federal
law or whenever the registrant shall cease to possess the qualifications and
character required in this article for the original registration.
The provisions of this article pertaining to the licensing of the activity
shall not apply to officers or employees of the Village, town, county, state
or federal government or any subdivision thereof when on official business,
or to any recognized charitable or religious organization.

The Village of Massapequa Park shall maintain a list of the names and
addresses of Village residents who have expressed a desire not to receive
any solicitation or canvassing at their residence. The list shall be provided
to anyone receiving a license to solicit or canvass. If a license holder solicits
or canvasses at a residence that is on the non solicitation list, the Board
of Trustees may revoke the license from such holder.
