[Pursuant to § 244-d of the General Municipal Law of the
State of New York, the Town Board of the Town of Massena, on June 12, 1968,
authorized the Town Supervisor to execute an agreement with the Village of
Massena for the establishment of a Joint Recreation Commission for the maintenance
of the parks and recreation program. For so long as it continues, the Joint
Commission shall draw funds for its operating budget from the proportionate
share of each municipality according to the agreement. See also § 244-d
