Such hearing shall be held not earlier than five days after the day of the last publication of such notice. Such notice shall contain the title of the local law and either an explanatory statement concerning the same, or the full text of the law, as the Mayor may determine. The Mayor shall attend at the time and place appointed for such hearing and afford an opportunity for a public hearing concerning such local law.
