A.
Plans and specifications shall clearly show the name
and address of the owner or owners of the property, the registered
architect, licensed professional engineer or the person, when authorized
by Articles 145 and 147 of the State Education Law, by whom such plans
and specifications were prepared; the name and location by street,
lot number or number of the building; and also the exact use and occupancy
for which the building or structure is being built.

B.
All construction shall bear on masonry or reinforced
concrete foundations. Said foundations shall be installed on poured
or reinforced concrete footings and/or suitable pilings below the
frost line.

The complete property lines and the dimensioned
distances from such lines to all parts of the building shall be fully
shown, and the North point shall also be noted.
The materials to be used for protecting any
structural member or any part of the building against fire shall be
fully noted and details given.
Details of special equipment such as equipment
for elevator protection, fire doors, ventilating devices, etc., shall
be filed upon request of the Commissioner of Public Works.
A.
Plans submitted which do not show required information
necessary for a complete check of all requirements of this code shall
be rejected.
B.
Plans or specifications having statements to the effect
that work or materials, in whole or in part, are to be done in accordance
with the provisions of this code without specifically mentioning the
proposed materials or sizes thereof, shall be considered incomplete
and shall be rejected by the Commissioner of Public Works.
Plans and specifications submitted shall be
carefully checked to determine compliance with all the provisions
of this code. Where these documents comply with the provisions of
this code, a permit shall be issued by the Commissioner of Public
Works.

Plans and specifications shall be officially stamped
as approved by the Commissioner of Public Works, who shall then return
one copy of those filed in duplicate to the owner, or his agent. The
other copy, and all plans of which one copy is required, shall then
be filed systematically in the office of the Commissioner of Public
Works.
B.
The owner shall keep on the construction site at all
times one set of the approved plans and specifications so that they
may be referred to by the Commissioner of Public Works if necessary.
Plane shall be drawn to a scale which shall
be readily legible, and such plans shall be of sufficient clarity
to indicate the nature and character of the work proposed to be done.

architect or licensed professional engineer.
