Whenever the Board of Commissioners of the Township shall require by ordinance, after compliance with § 9.02 of the Home Rule Charter, the grading, curbing, widening, relaying, paving, macademizing or other improvement of any street or highway; the construction, grading and paving of sidewalks; the setting of curbing; or the construction of a sewer, system of sewers or drains which shall be assessed to the abutting property owners, written notice of the proposed ordinance shall be mailed by the Township Secretary to each and every property owner affected thereby not more than 30 days nor less than 10 days before the proposed ordinance will be acted upon by the Board of Commissioners.
