It is the desire and intention of the municipal
authorities of the Borough of East Petersburg, Borough of Mountville,
Township of East Hempfield, Township of Lancaster, Township of Manor
and Township of West Hempfield, all municipalities of the Commonwealth
of Pennsylvania, and all situated in Lancaster County, to organize
an Authority under the "Municipality Authorities Act of 1945," designated
as Act No. 164, approved May 2, 1945, together with all supplements
thereof and amendments thereto, for the purpose of exercising and
enjoying all the powers of the Act, its supplements or amendments.
The name of the Authority is "Lancaster Area
Sewer Authority."

The proposed Articles of Incorporation of the
Authority are as follows:

In compliance with the Municipality Authorities
Act of 1945, its supplements and amendments, the Borough of East Petersburg,
Borough of Mountville, Township of East Hempfield, Township of Lancaster,
Township of Manor and Township of West Hempfield, all situated in
Lancaster County and all municipalities of the Commonwealth of Pennsylvania,
pursuant to identical ordinances duly adopted by the respective municipal
authorities of all the municipalities, signifying their joint desire
and intention for form an Authority, hereby certify:

The name of the Authority shall be "Lancaster
Area Sewer Authority."

2.

This Authority is formed under the Municipality
Authorities Act of 1945, its supplements and amendments.

3.

Other Authorities have been organized by the
aforesaid municipalities under the Acts and by the municipalities
and on the dates set forth below:

The purpose of the Authority is to construct
or otherwise provide the facilities necessary to furnish the treatment
of sewage wastes from the incorporating municipalities and from such
adjoining political subdivisions or areas as desire the service.

The membership of the Board of the Authority
to be formed shall be apportioned so that each incorporating municipality
shall have one member.

The term of existence of the Authority, previously
