It is the intention of the Town Board of the Town of Salina, by this chapter, that the apportionment and redistricting herein provided shall result in a Town Board which shall conform to judicial and constitutional standards of equality of representation; that the wards herein described completely encompass all of the geographical area of the Town of Salina; that the wards herein described contain the entire population of the Town of Salina; and that no ward described herein shall include any geographical area of the Town of Salina which is included within the description of any other ward.

The Town of Salina shall be divided into four wards respectively bounded and described as follows:
A. 
Ward No. 1. All that tract or parcel of land situate in the Town of Salina, Onondaga County, State of New York, and being more particularly described as follows: Beginning at the southeasterly corner of the boundary of the Village of Liverpool, at Onondaga Lake. Thereafter, the boundaries would follow the boundary of Onondaga Lake to the northwest to a point where said boundary meets the common boundary line of the Town of Salina, the Town of Geddes and the New York State Thruway; thence northwesterly along the common boundary of the Town of Salina and the Town of Geddes to a point in the common boundary of the Town of Lysander and the Town of Salina; thence proceeding generally north along the common boundary of the Town of Salina and the Town of Lysander to its intersection with the common boundary of the Town of Salina and the Town of Clay; thence proceeding southeasterly along said common boundary of the Town of Clay and the Town of Salina to an angle point in said boundary; thence continuing in a generally easterly direction along the common boundary line of the Town of Clay and the Town of Salina to its intersection with the centerline of the Consolidated Railroad; thence southerly and southwesterly along said centerline of the Consolidated Railroad to its intersection with the boundary of the Village of Liverpool; thence along the boundary of the Village of Liverpool southwesterly, southeasterly and southwesterly to its intersection with Onondaga Lake and the place and point of beginning.
B. 
Ward No. 2. All that tract or parcel of land situate in the Town of Salina, Onondaga County, State of New York, and being more particularly described as follows: Beginning at a point at the common boundary line of the Town of Salina and the Town of Clay, at its intersection with a northerly prolongation of the centerline of Hyland Drive; thence proceeding south along said prolongation of Hyland Drive and following the centerline of Hyland Drive southerly to its intersection with the centerline of Bailey Road; thence westerly along the centerline of Bailey Road to its intersection with the centerline of Buckley Road; thence generally southerly and southwesterly along the centerline of Buckley Road to its intersection with the centerline of the New York State Thruway; thence northwesterly along the centerline of the New York State Thruway to its intersection with the centerline of Electronics Parkway; thence southwesterly along the centerline of Electronics Parkway to its intersection with the centerline of 7th North Street; thence southwesterly along the centerline of 7th North Street to its intersection with the centerline of Chestnut Heights Drive; thence southwesterly along the centerline of Chestnut Heights Drive to its intersection with the centerline of Valley Road; thence proceeding generally southwesterly across Chestnut Heights Drive and on a prolongation of the centerline of Valley Road to the northeastern property line of Parcel Number 79-01-20; thence continuing east along the said property line of Parcel Number 79-01-20 to the eastern boundary of said property, and at that point proceed in a southerly direction along the eastern property lines of Parcel Number 79-01-20 to Number 79-02-07; thence continuing in a southerly direction along the projection of said property lines to the intersection with the northeastern property line of Parcel Number 78-01-10; thence proceed in a northwesterly direction along the northeastern property line of said property and its prolongation to its intersection with Chestnut Heights Drive; thence proceed southwesterly along the property line of Parcel Number 78-01-10; thence westerly along said property line to the northwest most corner of said property; thence continuing south along the western property line of Parcel Number 78-01-10, Number 78-01-07.2 and Number 78-01-09 to the centerline of the intersection with Old Liverpool Road, said described boundary line also being that boundary line between Ward No. 2 and Ward No. 4; thence proceed southeasterly on Old Liverpool Road at its intersection with the centerline of Corkins Lane as extended; thence on a southwesterly prolongation of the centerline of Corkins Lane to Onondaga Lake; thence northwesterly along the boundary of Onondaga Lake to a point at its intersection with the boundary line of the Village of Liverpool; thence northeasterly along the boundary line of the Village of Liverpool to its intersection with the centerline of the Consolidated Railroad; thence northeasterly along the centerline of the Consolidated Railroad to a point in the common boundary of the Town of Salina and the Town of Clay; thence easterly along the said common boundary line of the Town of Salina and the Town of Clay to its intersection with the northerly prolongation of Hyland Drive and the place and point of beginning.
C. 
Ward No. 3. All that tract or parcel of land situate in the Town of Salina, Onondaga County, State of New York, and being more particularly described as follows: Beginning at the point in the common boundary lines of the New York State Thruway, Town of Salina and Town of Dewitt; thence southeasterly along the common boundary of the Towns of Salina and Dewitt to its intersection with the centerline of Factory Avenue; thence proceeding westerly along the centerline of Factory Avenue to its intersection with the centerline of Wolf Street; thence northeasterly along the centerline of Wolf Street to its intersection with the centerline of the New York State Thruway; thence generally northwesterly along the centerline of the New York State Thruway to its intersection with the centerline of Buckley Road; thence northeasterly and northerly along the centerline of Buckley Road to its intersection with the centerline of Bailey Road; thence easterly along the centerline of Bailey Road to its intersection with the centerline of Hyland Drive; thence northerly along the centerline of Hyland Drive and a northerly prolongation thereof to the common boundary line of the Town of Salina and the Town of Clay; thence easterly along the common boundary of the Town of Salina and the Town of Clay to the common boundary line of the Town of Salina and the Town of Cicero, thence continuing along the common boundary of the Town of Salina and the Town of Cicero to the intersection thereof with the common boundary of the Town of Salina and the Town of Dewitt; thence southerly along the common boundary of the Town of Salina and the Town of Dewitt to its intersection with the centerline of the New York State Thruway and the place and point of beginning.
D. 
Ward No. 4. All that tract or parcel of land situate in the Town of Salina, Onondaga County, State of New York, and being more particularly described as follows: Beginning at the centerline of the intersection of the common boundary line of the Town of Salina and the Town of Dewitt with the centerline of Factory Avenue; thence proceeding southerly along said common boundary line and continuing southerly along the common boundary line of the Town of Salina and the City of Syracuse as it extends thereafter in various directions to the intersection thereof with the centerline of Wolf Street; thence proceeding southwesterly along the common boundary line of the City of Syracuse, the Town of Salina and Wolf Street to its intersection with 7th North Street; thence continuing along 7th North Street and the common boundary line of the City of Syracuse and the Town of Salina to its intersection with an angle point of the common boundary line of the Town of Salina and the Town of Geddes; thence northwesterly along the common boundary of the Town of Salina and the Town of Geddes to the easterly boundary of the Seneca River; thence southeasterly along the easterly boundary of the Seneca River to Onondaga Lake; thence easterly and southeasterly along the boundary of Onondaga Lake to its intersection with a southwesterly prolongation of the centerline of Corkins Lane; thence northeasterly along said prolongation of Corkins Lane to the centerline of Old Liverpool Road; thence northwest along the centerline of Old Liverpool Road to the extension of the western property line of Parcel Number 78-01-09; thence northeast along the western property line of Parcel Numbers 78-01-09, 78-01-07.2 and 78-01-10; southeasterly along the common property line of Parcel Number 78-01-10; thence northeast along the said common property line; thence southeast along the property line of Parcel Number 78-01-10 to the extension of the eastern property line of Parcel Number 79-02-07; thence northeasterly along the eastern property lines of Parcel Numbers 79-02-07 through 79-01-20; thence northwest along the property line of Parcel Number 79-01-20 to the intersection with Chestnut Heights Drive; thence north along Chestnut Heights Drive to the intersection with 7th North Street and continue west on 7th North Street to the intersection with Electronics Parkway; thence north on Electronics Parkway to the centerline of the New York State Thruway; thence southeasterly along the centerline of the New York State thruway to its intersection with the centerline of Wolf Street; thence southwesterly along Wolf Street to its intersection with the centerline of Factory Avenue; thence westerly along Factory Avenue to its intersection with the common boundary of the Town of Salina and the Town of Dewitt and the place and point of beginning.
The Town Engineer of the Town of Salina shall cause a map of the town to be prepared, showing in detail the location of each ward and the boundaries thereof. The original map so made shall be filed in the office of the Town Clerk, and copies thereof shall be filed in the offices of the Onondaga County Clerk and the Onondaga County Board of Elections. Any inconsistency between the ward boundaries described in § 60-2 and the maps prepared pursuant to this section shall be resolved in favor of the descriptions contained in § 60-2, in accordance with the procedure set forth in § 60-4.
If the wards described herein do not carry out the purposes thereof because of unintentional omissions, duplications, overlapping areas, erroneous nomenclature, lack of adequate maps or descriptions of political subdivisions or divisions thereof or of their boundary lines, street closings, changes in names of streets or other changes in public places, alteration of the boundary or courses of waters or waterways, filling in of lands under water, accretion or other changes in shorelines or alterations of courses, rights-of-way or lines of public utilities or other conditions, the Town Clerk of the Town of Salina, at the request of any person or candidate aggrieved thereby, shall, by order filed in each place where the maps described in § 60-3 are filed, correct such omissions, duplications, overlaps, erroneous nomenclature or other defects in the descriptions of the wards so as to accomplish the purposes and objectives of this chapter.

This amendment shall take effect upon the filing thereof with the Secretary of State. The present Town Board, as existing immediately before the time this chapter, as amended, takes effect, shall continue to be the legislative body of the Town of Salina until the expiration terms of the members of said Town Board, and the present four wards in the Town of Salina, as set forth in § 34-2 as amended by Local Law No. 2 of the Year 1996, shall remain effective and shall continue as such until December 31, 2011 for the sole and limited purpose of continuing in office the members of the Town Board elected from said four wards until the expiration of their terms on December 31, 2011. For the purpose of electing members of the Town Board hereafter and for all other purposes except as provided hereinabove, the ward boundaries established in § 34-2 by the latest amendment thereof shall be applicable.
The apportionment of the Town Board shall be based upon the latest official federal decennial census for total town population.
