A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
EVEN-NUMBERED NIGHT
Any night where the portion thereof occurring prior to 12:00 midnight was part of an even-numbered calendar day.
HOLIDAYS
New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.
ODD-NUMBERED NIGHT
Any night where the portion thereof occurring prior to 12:00 midnight was part of an odd-numbered calender day.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
RESIDENTIAL STREET
A street within a residential zoning district as such district is defined in Chapter 235, Zoning, of this Code.

The Superintendent of Highways shall install and maintain traffic control devices when and as required under the provisions of this chapter to make effective the provisions of this chapter and may install and maintain such additional traffic control devices as he may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
A. 
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article VII of this chapter, and which schedules may be amended by resolution of the Town Board in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
B. 
The Town Board is further authorized and empowered to supplement, amend or condition any such regulations and schedules adopted hereunder with additional public safety enhancing provisions, including, without limitation, the designation of one (right or left) lane use only on one-way streets, designation of exceptions to one-way or restricted traffic for official public, governmental or emergency vehicle use, requirements for specific signage, the prohibition or restriction of certain or all commercial vehicle use, the designation of local traffic only area(s) and other similar public safety provisions as may be determined by regulation duly adopted by the Town Board. The Town Board may also include that such provisions may be effective on a permanent or temporary basis, for specified periods of time, and that same may contain "sunset" provisions after which time such provisions shall automatically expire, absent action of the Town Board to continue or make same permanent. Any such supplemental regulations adopted hereunder shall be specifically set forth in the schedule(s) described and authorized under Articles I, §225-3A, and VII of the Town of Salina Code.

C. 
Public hearing requirement.

(1) 
Upon notification to the Town Clerk that a request for adoption or amendment of a traffic regulation and/or schedule under Article I, §225-3A and B, or Articles II, III or VII of the Salina Town Code has been made, a public hearing shall be scheduled.
(2) 
Notice of the public hearing shall be published in the same manner as for consideration of a proposed local law.
(3) 
After conducting the public hearing and declaring the hearing record closed, the Town Board shall announce its decision within 35 days of the close of the hearing record. Failure of the Town Board to announce its decision within such period shall be deemed a denial of the request for adoption or amendment.
(4) 
The Town Board may approve, approve with conditions or modifications or deny the requested adoption or amendment of a traffic regulation and/or schedule.
