This article shall be known and may be cited as the "Village of Sands Point Traffic Ordinance."
As used in this article, unless otherwise expressly stated or unless the context or subject matter otherwise requires, the following terms shall respectively be deemed to mean and include the following:
All vehicles propelled by any power other than muscular power except tractors, engines, road rollers, tractor cranes, truck cranes, power shovels, road-building machines, snowplows, road sweepers and sand spreaders.
Any street whereon traffic is restricted in one direction.
That part of any street, parking field, area or space designated by sign or signs or other marking as a place for the parking of vehicles.
Any natural person, corporation, company, association, joint-stock association, firm or copartnership.
The stopping of a motor vehicle or motorcycle upon any street when such vehicle shall be occupied by persons capable of operating it.
To bring or come from motion to rest, halt or cause to cease from motion of a vehicle, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or a traffic sign, signal or marking.
Any highway, road, street, avenue, alley, public place, public driveway or other public way.
All signs, markings, devices and signals for the purpose of guiding, directing, warning or regulating traffic or parking which are located upon streets pursuant to this article.
Any device in, upon or by which any person or property is or may be transported or drawn upon a public highway, except a baby carriage.
No person shall operate a motor vehicle upon any street within the corporate limits of the Village of Sands Point at a rate of speed in excess of 30 miles per hour. This section shall not apply to ambulances, fire vehicles or police vehicles when on emergency trips.
The following highways and streets in the Village of Sands Point are hereby designated as main arteries of travel:
Astor Lane (Motts Road)
Barkers Point Road
Cow Neck Road
Harbor Road
Middle Neck Road
Middle Road
Sands Point Road
South Road
All vehicles approaching a main artery of travel on a public highway or street so designated in this article, shall, before entering the same, come to a full stop unless otherwise directed by a police officer.
The following streets of the village are hereby designated as one-way streets:
Light House Road
No person shall operate a vehicle on any one-way street except in the direction indicated by posted signs.
No vehicle shall be parked or shall stand or be left standing on any street in the village except as hereinafter provided in this section.
The Board of Trustees may by resolution designate streets or parts of streets where parking or standing of motor vehicles shall be permitted and fix the time thereof.
No person shall park or stand a vehicle or motor vehicle on any street or in any zone so designated by any resolution of the Board of Trustees for a period in excess of that which has been fixed by resolution of the Board of Trustees.
No person shall fail, neglect or refuse to comply with any reasonable order of a police officer engaged in the direction of traffic nor with any lawful traffic regulations displayed on traffic signs and signals.
No vehicle shall be operated or driven off the improved or paved portion of a street, except where parking shall be permitted.
No disabled vehicle shall be permitted to remain on a street for a longer period than required to remove the same. In no event shall said period exceed one hour.
No person shall cause or permit a vehicle to be operated on any street, zone or parking space or to be stopped or parked so as to necessarily obstruct traffic.
The system of pavement markings duly adopted for state highways is hereby adopted for all streets in the Village of Sands Point.
The Board of Trustees shall have the power to order the erection and maintenance of such traffic signs, signals or markings as it may deem necessary for the enforcement of this article.

Any person violating any of the provisions of § 163-3 of this chapter shall, upon conviction, be punished by a fine, guided by and utilizing the penalty schedules contained in the New York State Vehicle and Traffic Law where applicable, not to exceed $1,000 or by imprisonment not to exceed 30 days, or both such fine and imprisonment.
The violation of any of the provisions of this chapter, except § 163-3, shall constitute disorderly conduct, and any person violating the same shall, upon conviction, be a disorderly person and shall pay a penalty, guided by and utilizing the penalty schedules of the New York State Vehicle and Traffic Law where applicable, not to exceed $500 for each and every offense.
