For the purpose of this chapter, the Village
of Sands Point does hereby consist of three classes of districts:
Residence A Districts, Residence B Districts and Residence C Districts.
The boundaries of said districts shall be as
shown upon the map attached to and made a part of this chapter. Said
map and all notations, references and other things shown thereon shall
be as much a part of this chapter as if the matters and things shown
by said map were all fully described herein.[1]

A.
The Building Zoning Map showing the boundaries of
districts, attached to and made a part of the Village of Sands Point
Building Zone Ordinance of 1932, is hereby amended by excluding from
business districts and including in residence districts all of the
territory shown and designated on said Building Zone Map as lying
within business districts.
B.
The Building Zoning Map showing the boundaries of
districts, attached to and made a part of the Village of Sands Point
Building Zone Ordinance of 1932, is hereby amended by excluding from
residence districts and including in Residence A Districts all of
the following described territory:

BEGINNING at the point of intersection of the southerly
boundary line of the Village with the mean high-water mark of the
westerly shore of Hempstead Harbor (also the easterly boundary line
of the Village); running thence westerly, southerly and westerly along
the southerly boundary line of the Village and to the northeast corner
of Lot 66, Block K, Section 5 as shown on the Land and Tax Map of
the County of Nassau; running thence northwesterly along the southerly
line of Lot 55, Block K, Section 5 as shown on the Land and Tax Map
of the County of Nassau to a point which is 330 feet easterly of the
east side of East Road, which point is also the southeast corner of
Lot 25, Block K, Section 5 as shown on the Land and Tax Map of the
County of Nassau; running thence northeasterly along the westerly
line of Lot 55, Block K, Section 5 as shown on the Land and Tax Map
of the County of Nassau to the southerly side of Bridle Path Road
(Hill Road); running thence easterly along the southerly side of Hill
Road to the westerly side of Harbor Road; running thence easterly
at right angles from the last-mentioned point to the easterly side
of Harbor Road; running thence northerly and westerly along the easterly
and northerly side of Harbor Road to the easterly line of Lot 204,
Block 102, Section 5 as shown on the Land and Tax Map of the County
of Nassau; running thence northerly along the easterly line of Lot
204, Block 102, Section 5 as shown on the Land and Tax Map of the
County of Nassau to the southerly line of Town Highway (Motts Road);
running thence westerly along the southerly line of Town Highway (Motts
Road) to its point of intersection with the westerly boundary line
of the Village, which point is also the easterly side of Middle Neck
Road; running thence northerly, northwesterly, southwesterly, northwesterly
and westerly along the boundary line of the Village to the easterly
side of Sands Point Road; running thence northerly along the easterly
side of Sand Point Road to the southerly side of Middle Neck Road;
running thence along the southerly side of Middle Neck Road to the
westerly side of Village Road (Tibbits Lane); running thence southerly
and southwesterly along the westerly and northwesterly side of Village
Road (Tibbits Lane) to the southwesterly side of Old Sands Point Road;
running thence northwesterly along the southwesterly side of Old Sands
Point which is also the northeast corner of the Map of Barkers Point
Acres; running thence southwesterly along the northwesterly line of
the Map of Barkers Point Acres to the northeasterly line of the land
shown on the Map of Sound View Estates; running thence northwesterly
along the northeasterly line of the land shown on the Map of Sound
View Estates to the southeast corner of Lot 31, Block 111, Section
4 as shown on the Land and Tax Map of the County of Nassau; running
thence westerly along the southerly lines of Lots 31, 29 and 27, Block
111, Section 4 as shown on the Land and Tax Map of the County of Nassau
to the westerly line of said Lot 27, which is also the westerly line
of the land shown on the Map of Sound View Estates; running thence
southerly along the westerly line of the land shown on the Map of
Sound View Estates to the northerly side of Messenger Lane; running
thence southwesterly along the northwesterly line of a certain right-of-way
which is a continuation of Messenger Lane to the westerly side of
a roadway leading to Barkers Point Road; running thence northerly
along the westerly side of the roadway leading to Barkers Point Road
to the northeast corner of Lot 226, Block C, Nassau, which point is
also a point of intersection with the right-of-way between Lots 226,
229 and 230, Block C, Section 4 as shown on the Land and Tax Map of
the County of Nassau; running thence along the southerly side of the
last-mentioned right-of-way westerly to the easterly line of Lot 308,
Block C, Section 4 as shown on the Land and Tax Map of the County
of Nassau; running thence northwesterly along the easterly line of
Lot 308, Block C, Section 4 as shown on the Land and Tax Map of the
County of Nassau to the southerly line of Lot 517, Block C, Section
4 as shown on the Land and Tax Map of the County of Nassau; running
thence westerly, southerly and southwesterly along the southerly,
easterly and southeasterly line of said Lot 517, Block C, Section
4 as shown on the Land and Tax Map of the County of Nassau to the
northerly line of Cornwells Beach Road; running thence westerly and
southerly along the northerly and westerly side of Cornwells Beach
Road to the northeasterly side of Cedar Lane; running thence southeasterly
and southerly along the northeasterly and easterly side of Cedar Lane
to the northerly side of Barkers Point Road; running thence northwesterly
along the northerly side of Barkers Point Road to the mean high-water
mark of Manhasset Bay; running thence northwesterly along the mean
high-water mark of Manhasset Bay around Barkers Point and continuing
along the mean high-water mark of Long Island Sound around Sands Point,
Prospect Point and Motts Point and thence southerly along the mean
high-water mark of Hempstead Harbor to the point or place of beginning.
C.
The Building Zone Map showing the boundaries of districts, attached to and made a part of the Village of Sands Point Building Zone Ordinance of 1932, is hereby amended by designating all of that territory designated as residential thereon which has not been excluded from residence districts as provided in Subsection B hereof as Residence B Districts.
D.
The Building Zone Map showing the boundaries of districts,
attached to and made a part of the Village of Sands Point Building
Zone Ordinance of 1932, is hereby amended by excluding from Residence
B Districts and including in Residence A Districts all of the following-described
territory:
ALL that territory in the Village of Sands Point
lying south of Town Highway (Motts Road), bounded on the west by Middle
Neck Road (also the Village boundary line), on the south by the Village
boundary line and on the east by territory located in Residence A
Districts.

It being the intention to include in Residence
A Districts all of the remainder of the territory of the Village lying
south of Town Highway (Motts Road) which was in Residence B Districts.

E.
Extend the area of Residence A District and Residence
B District to include the underwater portion of territory heretofore
annexed from the Town of North Hempstead from or near the west shore
of Plum Beach approximately 1,000 feet from mean high water, then
northerly around the perimeter of the Village to the line 1,000 feet
from the shore of Hempstead Harbor and along the extension of a line
which forms the southeasterly boundary line of the Village of Sands
Point and the unincorporated area of the Town of North Hempstead.
F.
The Official Zoning Map of the Incorporated Village
of Sands Point is hereby amended to include the following properties
within the Residence C District:

(1)
The property designated on the Nassau County Land
& Tax Map as Section 4, Block B, Lot 146, more commonly referred
to as the IBM Country Club property;
(2)
The property designated on the Nassau County Land
& Tax Map as Section 4, Block B, Lot 145, more commonly referred
to as the Village of Sands Point water district property on the IBM
County Club property;
(3)
The property designated on the Nassau County Land
& Tax Map as Section 4, Block B, Lots 273, 289, 334, 335, 336
and 337, more commonly referred to as the Nassau County Preserve property
or the Sands Point Park and Preserve;
(4)
The property designated on the Nassau County Land
& Tax Map as Section 4, Block B, Lot 288, more commonly referred
to as the Industrial Home for the Blind or the Helen Keller Institute
for the Blind;
(5)
The property designated on the Nassau County Land
& Tax Map as Section 4, Block B, Lot 287, more commonly referred
to as the Village of Sands Point property;
(6)
The property designated on the Nassau County Land
& Tax Map as Section 4, Block J, Lots 116, 416, 417, 316 and 616,
more commonly referred to as the Sands Point Golf Club property;
(7)
The property designated on the Nassau County Land
& Tax Map as Section 4, Block J, Lots 674 and 669 and Section
4, Block B, Lot 278, more commonly referred to as the School District
property (Board of Education, Union Free School District No. 4, Town
of North Hempstead, County of Nassau).
G.
The Official Zoning Map of the Incorporated Village of Sands Point
is hereby amended to include portions of the Residence A and Residence
C Zoning Districts in the Long Island Sound Overlay District, which
shall include all lands, parcels and lots in and adjoining said zoning
districts located between the mean high-water line of the of the Long
Island Sound and a line extending 1,000 feet out into the water. The
westerly boundary of the Long Island Sound Overlay District shall
be Barker's Point, which is located approximately 300 feet to the
west of the parcel designated as Nassau County Land & Tax Map
Section 4, Block C, Lot 60, extending in an easterly direction to
the westerly boundary of The Village Club of Sands Point, designated
on the Nassau County Land & Tax Map as Section 4, Block B, Lot
146, which shall constitute the easterly boundary of the district,
excluding the areas from the northernmost extent of the parcel designated
as Nassau County Land & Tax Map Section 4, Block A, Lot 29 and
its intersection with the coastline, extending in a southerly direction
to the southernmost extent of the parcel designated as Nassau County
Land & Tax Map Section 4, Block A, Lot 55 and its intersection
with the coastline.

H.
The Official Zoning Map of the Incorporated Village of Sands Point
is hereby amended to include portions of the Residence A, Residence
B and Residence C zoning districts in the Harbors and Bays Overlay
District, which shall include all lands, parcels and lots in and adjoining
said zoning districts located between the Mean High-Water Line of
the Manhasset Bay and a line extending 1,000 feet out into the water,
and the Mean High-Water Line of the Hempstead Harbor and a line extending
1,000 feet out into the water. In those areas of the district bordering
the Manhasset Bay, the easterly boundary shall be the Village Boundary
with the Incorporated Village of Manorhaven extending in a westerly
direction to Barkers Point, which is located approximately 300 feet
to the west of the parcel designated as Nassau County Land & Tax
Map Section 4, Block C, Lot 60. In those areas of the district bordering
the Half Moon Bay, the westerly boundary shall be the northernmost
extent of the parcel designated as Nassau County Land & Tax Map
Section 4, Block A, Lot 29 and its intersection with the coastline,
extending in a southerly direction to the southernmost extent of the
parcel designated as Nassau County Land & Tax Map Section 4, Block
A, Lot 55 and its intersection with the coastline. In those areas
of the district bordering the Hempstead Harbor, the westerly border
shall be the westerly boundary of The Village Club of Sands Point,
designated on the Nassau County Land & Tax Map as Section 4, Block
B, Lot 146, extending in an easterly direction to the Village's boundary
with the Town of North Hempstead.
