Trucks (commercial vehicles, tractors, tractor-trailer
combinations or any other vehicle licensed by any state as a commercial
vehicle carrying freight or other goods) are hereby excluded from
any streets in this Village, except such streets or portions thereof
as form a part of the highway system of the State of New York. This
restriction shall not apply in any instance where it becomes necessary
for the operator of a commercial vehicle use said Village streets
in the necessary conduct of his business or in going to or coming
from his place of residence.
