The Village Police Department shall be under
the direction and supervision of the Village Manager subject to the
provisions of § 62.13, Wis. Stats.
(1)
Enumerated. The Department shall be composed of a
Chief of Police and such other officers as may be authorized by the
Village Board.
(2)
Manner of appointment.
(a)
Chief. The Chief of Police shall be appointed by the Police and Fire Commission. The salary of the Chief shall be determined by the Village Board. The Chief shall execute and file an official bond in the amount as provided in § 3.09 of this Code.

(b)
Officers. Appointments of such additional permanent
police officers as may be authorized by the Village Board shall be
made in accordance with the provisions of § 62.13, Wis.
Stats.
(c)
Temporary police officers. The Chief and the Village
Manager shall each have the power to appoint special temporary police
officers in the case of riot, disturbance or other apparent necessity.
(1)
All powers and duties vested by state law in the offices
of the Village Constable and Marshal together with all police powers
of the Village shall be exercised by the Chief and such other police
officers as may be appointed pursuant to the provisions of this chapter.
(2)
The Chief shall supervise all police officers and
may establish rules and regulations for the performance of the duties
of such officers and for conduct of the police activities of the Department.
(3)
The Chief and any police officer authorized in writing
by the Chief may accept from any person arrested and charged with
the violation of any ordinance, rule, regulation or resolution of
the Village a bond or bail in sufficient amount for the appearance
of such person at the court having cognizance of the offense.
(4)
The Chief shall have control and be responsible for
the care and condition of all property and equipment used in connection
with the activities of the Department.[1]
(5)
The Chief shall make an annual report of the activities
of the Department and shall make such other reports as the Village
Manager or the Village Board may require.
(6)
Police officers shall not perform services outside
of the Village except on behalf of the Village or upon direction of
the Village Manager.
The Village Manager and through him the Chief
of the Police Department, the Chief of the Fire Department, the Public
Health Administrator/Health Officer and Director of Public Works are
authorized to give aid through their respective departments, whenever
the emergency requires it, to any municipality in Milwaukee County.
The Auxiliary Police Corps shall be under the
supervision and control of the Chief of Police. Members shall be volunteers
and serve without compensation. They shall assist in carrying out
the emergency government program[1] and shall aid and assist the Police Department and Village
in protecting life and property during emergencies.

The Village Police Department is empowered to
destroy its 911/dispatch audiotapes 120 days after creation, provided
that a waiver of the seven-year period is approved by the State Historical
Society of Wisconsin.
