A commission is hereby established which shall
be known and designated as the "Town of Shandaken Youth Commission."
Such Commission shall consist of at least six
but not more than 10 members, all residents of the Town of Shandaken,
and 1/2 of the members of said Commission shall be at least 21 years
of age and the other members shall be at least 14 years of age but
not more than 20 years of age.
The members of the Commission will be appointed
by the Town Board of the Town of Shandaken for a period of two years
and shall be eligible for reappointment to one additional two-year
term.
Members of the Commission shall serve without
pay.
Vacancies in such Commission occurring other
than by expiration of term shall be filled for the unexpired term
in the same manner as original appointments.
Members of the Youth Commission shall elect
from their own number a Chairman to conduct the Commission's meetings,
a Vice Chairman to act in the stead of the Chairman in his absence
and a Secretary and shall appoint one member under 21 as a representative
to the Ulster County Youth Congress and one member as a representative
to the Comprehensive Planning Committee, a committee of the Ulster
County Youth Bureau.
The Youth Commission shall meet monthly to research
and study the needs and problems of youth in the Town of Shandaken,
develop plans and programs to be run by the town, implement programs
in conjunction with the Ulster County Youth Bureau, evaluate such
programs to determine the effectiveness thereof, coordinate the effective
and efficient disbursement of aid received by the town and prepare
an annual report for submission to the Ulster County Youth Bureau.
The Youth Commission is to report directly to
the Board all its findings and recommendations and, in conjunction
with the Board, request assistance from the various youth agencies
in Ulster County and New York State to establish and implement youth
programs.
