"Emergency government" (includes "civil defense") means the preparation for and carrying out of all emergency functions, other than functions for which the military forces are primarily responsible, to minimize and repair injury and damage resulting from disaster caused by enemy attack, sabotage or other hostile action or by fire, flood or other natural causes.
(1) 
The Village shall establish a joint emergency government program together with the Village of Hales Corners and the Cities of Franklin and Greenfield, to be termed Zone "D," County of Milwaukee, State of Wisconsin.
(2) 
The Village shall enter into an agreement with the parties named in Subsection (1) above to provide for the employment of a joint emergency government director and for the allocation of all necessary costs incidental to such program, pursuant to § 66.0301, Wis. Stats.
(3) 
The Village President or such other person as designated by the Village Board shall be a member of the Zone "D" Emergency Government Commission created pursuant to the agreement among the municipalities named in Subsection (1).
(4) 
The Village is authorized to enter into such further agreements with the municipalities named in Subsection (1) above to accomplish the objectives of Ch. 166, Wis. Stats.
The emergency government organization shall take action in accordance with the emergency government plan only after a declaration of emergency and the issuance of official disaster warnings. Declarations of emergency shall be made by the Governor, the Village Board or the Village President or, in his absence, by the Village Manager. Such state of emergency shall continue until terminated by the issuing authority, provided that any declaration not issued by the Governor may be terminated by the Village Board.
Whenever necessary to meet an emergency for which adequate regulations have not been adopted by the Village Board, the Village President or, in his absence, the Village Manager may proclaim, promulgate and enforce orders, rules and regulations relating to the conduct of persons and the use of property which are necessary to protect the public peace, health and safety, to preserve lives and property, and to ensure cooperation in emergency government activities. Such proclamations shall be posted in three public places and may be rescinded by resolution of the Village Board.
If the Village President is unavailable, all of the powers vested in the Village President under § 6.03 shall be exercised by the Trustee of the Village Board who, either due to election or appointment, has been a Trustee on the Village Board for the longest consecutive period of time. If the Trustee who has served on the Village Board for the longest consecutive period of time is unavailable, the powers vested in the Village President under § 6.03 shall be exercised by the Trustee of the Village Board who, either due to election or appointment, has been a Trustee on the Village Board for the next longest consecutive period of time. The line of succession shall extend in like manner among Trustees having lesser consecutive times of service so that at all times a Trustee shall be named capable to exercise the powers vested in the Village President. If two or more Trustees have served on the Village Board for identical periods of time, the line of succession among those Trustees shall be determined by alphabetical order. The purpose of this section shall be to provide at all times, under all circumstances, for a successor among the Trustees to the President if he is unavailable.
(1) 
No person shall wilfully obstruct, hinder or delay any member of the emergency government organization in the enforcement of any order, rule, regulation or plan issued pursuant to this chapter or violate any order, rule, regulation or plan issued pursuant to the authority contained in this chapter.
(2) 
Any person who shall violate any provision of Subsection (1) shall be subject to a penalty as provided in § 25.04 of this Code.
